With the repaid development of economy and shipping industry,container transportation has been one of the mainstream modes of transport for its safe,efficiency,low-cost.In the trend of ship maximization,the efficiency of container terminal has gradually become the main embodiment of port comprehensive competitive.On the one hand,the daily transport of container port involves some core business like shipment,unship,suitcase,congregation of goods and so on which is related closely with the resource allocation of berth,shore crane and container yard.Besides,these resources are the core of container port which are related to the efficiency of container terminal and the duration of ship in port.On the other hand,the proposal of the national "The Belt and Road" strategy and the formally establishment of the Liaoning free trade zone made Dalian become the key city and the door open to northeast economic district of the Circum-Bohai Sea Economic Zone.What's more,it is the bridgehead of the "One belt"and the Extension point of the "One Road" whose development has important influence of the implement of national strategy and the construction of Liaoning free trade zone and the shipping center of Northeast Asia.This paper will select the core resources of Dalian Port container terminal as the research object on this background and introduce the character,layout and development trend of the container terminal and the basic situation of Dalian Port.Besides,I will establish a mathematical optimization model and design the result of the hybrid algorithm of genetic algorithm and simulated annealing algorithm which involves the container terminal core resource allocation of berth,quay crane and container yard base on the objection of minimum time of vessels in port and the job-shop scheduling problem.Finally,I will adapt the Matlab program to make it and set the Dalian Port as the research object.According to the analysis and comparison of the results,I will verify the efficiency of the model and arithmetic and provide some idea of the core resource allocation of the Dalian Port.
