| It is essentially significant to identify and analyze on the influencing factors of high settlement in construction project,which is complex and deeply caused by many factors and varied deviations in its degree.Meanwhile,project price settlement management and control has gradually become the core of project management due to long period and large amount of investment funds in construction,which is defined as economic documents supporting for construction cost settlement submitted to the client by construction enterprises in accordance with project contract and completed work quantity.Therefore,it will be an effective way for the client to save investment while it will be favorable for the contractor to control costs and increase profit margins.However,it is prevalent for high settlement phenomenon in the field of construction project cost management because the settlement price is much higher than the contract price in some specific settlement process in construction.This paper begins with the theoretical definition of high settlement in terms of its connotation,features and evaluation on the basis of analyzing the necessity of research and research status both at home and abroad.Subsequently,the author found that 38 types of settlements selected out of 43 sheets of construction contracts are much higher than tender price to various extents.Among them,the highest overrun settlement falls on water transmission works after conducting statistics about settlement result in Li Jiahe Water Conservancy Project.The overrun settlement rate of 21 construction contract have been risen to more than 10% while the highest overrun settlement rate has been amounted to 76.31%.In this paper,the influencing factors of high settlement will be identified based onthe 4 adjustment factors and 9 sub-factors for contract price.The five major factors that exert the greatest impact on high settlement including work quantity list deviation,newly supplemented works,engineering changes,engineering claims and on-site endorsement will be further identified in compliance with works settlement document.This paper aims to analyze the deep causes of five influencing factors contributing to high settlement from three perspectives of owner,designer and contractor and then construct the index system of influencing factors which give rise to high settlement.In this research,the influencing factors for high settlement will be gradually identified from superficial to deep causes and from single factor to index system in Li Jiahe Water Conservancy Project.In this essay,the influencing factors contributing to high settlement will be gradually evaluated in either general assessment of whole project or specific analysis on water transmission work in Lijiahe Water Conservancy Project.This paper focuses on category and statistic about frequency and cost of high settlement on which the five factors influence through the detailed analysis of the work quantities list,design changes,claim reports and endorsement documents in combination with existing settlement document in Lijiahe Water Conservancy Project.Furthermore,this paper finally will analyze on high settlement factors in compliance with the selective analysis of the water transmission work which seriously influence high settlement in the Lijiahe Water Conservancy Project from data statistics to data analysis and from comprehensive analysis to emphasizing analysis.In terms of prevention and solution to the problem of high settlement in constructio n project,various countermeasures will be finally illustrated in this paper from diversifi ed perspectives of construction and audit sectors.In addition,it draws on several corres ponding inductions and conclusions on research outcomes including high settlement fun ctioning as double-edged sword,arrangements of influencing frequency and quotas for high settlement factors.Moreover,it indicates research trends of this essay for further di scussion. |
