At present day,our country pays more and more attention on non-fossil energy consumption.it is necessary to improve utilization and develop water resources actively.With the operation of Xiaolangdi Dam water control project and Wanjiazhai Water Control Project,the role of the Sanmenxia water control project in the main stream of the Yellow River is also changing.The optimization and adjustment of operation management should be carried out according to the actual needs.The development and change of Sanmenxia reservoir are of great significance to explore the construction and application of the dams on the waste stream.According to the development history of Sanmenxia water conservancy project in detail,and proposed more target optimization scheduling is very important to reservoir operation.The factors affecting Sanmenxia reservoir are analyzed.By studying the characteristics of runoff and sediment of Sanmenxia reservoir in the non flood season and flood season,paper established non-flood optimization scheduling model and flood more target optimization scheduling model.In the non flood season scheduling model,the reservoir water level is taken as the decision variable,and the power generation is taken as the objective function.The scheduling model of flood season is based on power generation and sediment deposition.Paper not only takes the power generation into account,but also pays attention to sediment volume,then calculats the weight of the relationship between two of them.In this paper,genetic algorithm is used to solve the optimal operation model of Sanmenxia reservoir in the non flood season and flood season so that we can get the best decision.This paper introduces the main function and data structure of flood control and Drought Relief Command System in Sanmenxia water control project,and analyzes its key points and advanced technology.The economic benefits and social benefits of the system are described.The system of flood control and drought relief management of Sanmenxia water control project is further optimized,and the runoff forecasting module is added.The development prospect of flood control and drought relief command system is very broad and practical.Based on actual production,it greatly improves the efficiency of the operation and management.
