The Study On Collaborative Governance Of Water Resources In The Yellow River Basin

Water resources are the basic natural resources and strategic economic resources for human survival and social development.In recent years,China's water pollution incidents occur frequently,so the management of water resources is particularly important.The basin characteristics of water resources determine the need for unified management of watershed units.Under the unitary political structure,the administrative region is the basic unit of the national political,economic and social activities.Under this kind of political background,the water resources have the negative externality and the local protectionism as the quasi public goods.In 1970 s the beginning of the Yellow River Basin watershed problems for national implementation of the unified flow scheduling policy plays a significant role in that unified management to solve the problem that river basin is more effective,and even can be said that the watershed management can make up for the loopholes in the management area.Through the establishment of river basin management organization,supporting legal system,clarifying its legal status,strengthening its management functions,to achieve equal status with the local government in order to achieve coordinated management of watershed and region.In the country "continued to promote the transformation of government functions " of the call,the government not only to transfer certain function,but also the right to guide the public to actively participate in the whole society,to realize the collaborative management of water resources from the aspects of legal,administrative,market and public etc.In this paper,the use of public resources management theory and in recent years the rise of collaborative governance theory,taking the Yellow River basin water resources management system as the object,combined with the social system and the reality of our country,discuss the characteristics,the current governance system of Governance Dilemma and the causes,and puts forward some improvement measures.The current water resources in the Yellow River watershed,there are laws and regulations are not perfect,the positioning of watershed management institution itself mechanism is not clear,obvious contradiction between compartmentalization,Kowloon flood chaos prominent,watershed management institutions lack of effective enforcement powers,mobilizing the community to participate in a serious shortage of capacity and other issues,the bureaucracy organization system on their own hard to overcome these difficulties.Based on the perspective of collaborative governance theory,the thesis finally points out specific path,the Yellow River basin water resources to realize the collaborative management mainly includes: Reform of the the Yellow River river basin water resources management system operation mechanism,strengthen the service function of river basin management organization,through legislation to strengthen watershed management institutions of authority,and actively guide social forces to participate in the governance process of water resources in the Yellow River basin.
