Research On Maturity Evaluation Technology Of Safety Supervision Capability Of Civil Aviation Safety Oversight Administration

Along with the rapid development of civil aviation, the government in China's civil aviation safety supervision is facing great pressure. China's civil aviation safety supervision is the first function of the civil aviation administration. But at present the civil aviation administration, especially for the civil aviation authority there is no systematic and comprehensive analysis and study of relevant safety regulation ability evaluation, just basing on previous experience management. In order to solve this problem, this paper discusses the concept and connotation of the civil aviation authority safety regulation ability from the perspective of government capacity and capacity model. The author established an index system for the regulation of civil aviation safety supervision based on the civil aviation authority and the thought of system analysis. This model has organizational strategy, process management and function to perform the ability and performance levels in four dimensions as the starting point. This model includes 4 first class indexes, 11 level two indexes, 30 level three indexes and 62 level four indexes. The author combined with maturity modeling principle, construction of the civil aviation authority safety regulation capability maturity evaluation model including initial stage, the repeatable level, specifications, the management level and continuously improvement the five maturity levels and evaluation index system. According to the expert advice, civil aviation regulations and field investigation, the author set up the various evaluation methods and evaluation indicators. Using the analytic hierarchy process(AHP) to determine the specific weight of each target, the fuzzy comprehensive analysis method has been established for the civil aviation authority of safety regulation capability maturity evaluation index system of evaluation, and it could be divided into initial stage, the final result the repeatable level, specification level, management level and continuously improve class five grades, corresponding measures are put forward. Finally, according to the civil aviation authority, using the model to evaluate its safety regulation ability and analyzes the results. In the end, some measures are made to verify the validity and practicability of the model.
