As the biggest clean and renewable energy, hydropower is getting more and more attention from the countries around world. C hina has the richest hydraulic power resources. In China, hydropower occupies a large part of the proportion of electricity generation and still has considerable development potential. In the nation's future development plan, hydropower industry has received great attention. Therefore, the safe and stable operation of hydropower units is essential to the development of the national economy. The hydraulic turbine governing system controls the hydroelectric generating set; its operating conditions affect the entire unit. At present, the number of the condition monitoring and fault diagnosis software platform for the hydraulic turbine governing system is small, and the on running diagnosis systems still have some deficiencies. This paper aims to develop a set of hydraulic turbine regulating system of intelligent, extensible online fault diagnosis system.In this paper, the hydraulic turbine governing system of state monitoring and fault diagnosis are studied through the fault diagnosis method based on the expert system and the model. And a software platform for the condition monitoring and fault diagnosis of hydraulic turbine governor system is developed by using C++builder. The system has the expert system as the core and the function of remote monitoring and diagnosis as well as can perform fault analysis through model simulation. It can improve the ability of safe and stable operation of hydraulic turbine regulating system.In the expert system, the expert knowledge is innovative represented by the generative expression method and semantic network expression method. It makes the developed expert system ha ve good openness and extensibility. In the process of reasoning, automatic diagnosis and interactive diagnosis have been combined. It lets the diagnosis system reflect the accuracy of expert system and make good use of the diagnosis experience of remote expert.In the model diagnosis method, the mathematical model of hydraulic turbine governing system is established and has been implemented in MATLAB and C++builder. It makes the model simulation of hydraulic turbine governing system can be used in expert system interactive diagnosis. In addition, this paper also uses the state observer to simulate and analyze the sensor fault of hydraulic system. It solves the difficulty of sensor fault diagnosis.Through the simulation of typical faults' diagnosis, the system's function of monitoring and diagnosis is verified. It is proved that the diagnosis method based on expert system and model is feasible and effective.
