With the development of economy, the construction of electric power system in our country has become a problem worthy to be discussed, based on the development of substation in our country and our country's situation of our country the development trend of substation. Substation is an important part of power system, it plays a transformation and control in power system, adjust the voltage, receiving and distribution of electrical energy, through the transformer voltage of power grid connected at all levels of a key role. Assessment of construction projects is the project investment decision-making, project construction investment, analysis, comparison, demonstration of the various factors of output, to determine the construction project investment financial feasibility and economic scientific analysis and demonstration and economic parameters considered is construction project investment decision- making scientific and democratization of the key measures. At present, our country each year as many as hundreds of new substations, in the early period of the power grid planning, the size of the transformer substation, the location of the access and etc. Problem becomes more and more important, the theoretical system of the feasibility study of our country remains to be perfect, it needs further development.Generation in qianan region w ill be 35 KV transformer substation construction project evaluation, we will assess the project's technical, economic and social benefits from three aspects of objective and scient ific evaluation an at the same time,adopt the method of combining quantitative and qualitative analys is, more practical program to select and determine the project investment, obtained better economy combination, so as to effectively promote the sustainable economic and social development goals.Firstly expounds the relevant theories of project comprehensive evaluation and the present situation of the development of these theories at home and abroad; Secondly, this paper discusses multi- level fuzzy comprehensive evaluation model of theoretical basis and the modeling steps; Then, analyze the generation of daizhuang in qianan region of 35 KV substation construction projects of technical condit ions, economic conditions, social benefits, which la id a foundation for the comprehensive evaluation for the rest of the artic le. Finally, select the qianan generation daizhuang 35 KV transformer subst ation construction project as a case according to the mult i- level fuzzy comprehensive evaluation model to analyze it, to verify the effectiveness of the proposed theory. The results show that the mult i- level fuzzy comprehensive evaluation model can well applied to comprehensive assessment of transformer substation construction project in our country, generation of daizhuang in qianan region of 35 KV substation construction project is feasible.
