In recent years, science and technology innovation with each passing day has greatly promoted the new technology, new technology, new product innovation, but also to promote the development of the second industry, especially the modern industry. With modern industrial great development of electric energy demand strong, power generating side and the supply side quality and efficiency, energy saving and emission reduction put forward more high quality requirements. At present the generation side of China's current industrial structure is still in power LED, while the thermal power development history, the early stage of thermal power generation technology and equipment relatively complete, the relative cost of nuclear power and other significant characteristics of the relatively low, the thermal power generation side as the leading industrial structure still need to solve many practical problems, such as old equipment the unit of the original power plant for renovation and transformation, to eliminate potential safety problems; the number of emissions of thermal power equipment technology innovation in order to reduce environmental pollution; improve the coal resource utilization rate and utilization rate of fire unit; coal-fired power plant key equipment of turbine flow transformation etc.. How the quality and efficiency of coal-fired power plants, energy conservation, technological innovation has become an important problem facing many power production enterprises. Coal-fired power plant whether equipment technical innovation or the original obsolete equipment transformation is a complex system engineering, and has many risks in the key equipment in power plant for the transformation of the whole process. This article is based on this, to carry out the Taicang power plant steam turbine through flow reconstruction project risk evaluation, but plant equipment modification project risk's impact on enterprise production larger, risk of the project were very important and effective management and. Therefore, it is very important to control the risk of steam turbine reconstruction effectively. At present, there are few studies on the risk assessment of steam turbine renovation, how to establish a risk evaluation system, and use what evaluation tools to evaluate a subject worthy of study. How to establish the evaluation system and the evaluation method to evaluate the risk of engineering project is a very worthwhile research topic.This paper has an important practical significance for the promotion of energy saving and emission reduction in power industry by the risk assessment of Taicang power plant renovation project.In this paper, through a large number of domestic and foreign engineering project risk management literature and materials for careful study and analysis, understand and grasp the latest engineering project risk management status quo. This paper expounds the definition of project risk and its characteristics and the connotation of project risk management, analyzes the characteristics of steam turbine risk assessment, and introduces the basic theory of neural network and its application.Secondly, analyzes the construction risk evaluation index system of steam turbine retrofit project introduces the principles, ideas and problems of evaluation index quantification of construction project risk evaluation index transformation. Taicang Power Plant Retrofit engineering project risk evaluation index system is developed on the basis of that and according to the characteristics of the established index system and neural network design neural network model, and uses MATLAB software to implement it. Finally, using the established index system and neural network model to evaluate the Taicang Power Plant Steam Turbine renovation project risk, evaluation results show the project a major renovation project risk is low. To the enterprises in the future similar projects implementation provide the basis for risk management, through the project risk assessment to guide the project risk management to prevent or reduce the occurrence of project risk, guarantee the smooth implementation of the Taicang Power Plant Steam Turbine renovation project, to achieve energy saving benefit of pre agreed; for other domestic power companies of steam turbine flow path to carry out renovation project as a theoretical reference and practical reference.
