| The main goal of the comprehensive regulations of Tarim river basin is to establish good environment for sustainable utilization of water resource through investing 10.739 billion Yuan on a series of project measures, such as water-saving reform in source river irrigation areas, river control projects so as to increase the water volume flowing into the main trunk, reasonably allocate water resources, moderately explore and utilize water resource for coordinated development among society, economy, ecology.There are five parts in this study:Part One, Define the evaluation contents of the regional economic impact and the concepts of economical structure. The research content is set to focus on the project's impact on social employment and economical structure through the qualitative and quantitative evaluation. The project impacts on local economical structure mainly focus on the three-industry composition.Part Two, the project information was introduced and the current situation of project area was analyzed. Firstly, the background of the Project and the main project measures as well as the progress of the regulations was introduced. Then, the general situation, natural condition, social condition, economic condition was introduced, of which the data of the seven sub-river basin was analyzed, including the basic condition of population, land area, the main crop area, forestry and the economic condition of the project areas including the total output value, per capita output value, the financial income &expenditure, net income of farmer.Part Three, analysis the Economic impact on the project areas basing on the case analysis on typical counties and incomplete statistics of other counties. The employment situation was systematically surveyed in the typical counties, Akesu, Yuli, Shaya and NO. 34 farms of XPCG, and made an incomplete statistics of employment in other counties basing on the project implementation in 2010 and 2011 respectively. And the project impact on local economical structure was analyzed through making surveying in the Bureau of Tarim river and local key sectors including Water Conservancy Bureau, Agricultural Bureau, ForestryBureau, Animal Husbandry Bureau by employing by interview with experts and questionnaire survey.Part Four, Analyze the project's impact on economic structure. Firstly, the concept of the project impact on economy was defined, and the evaluation method was introduced, and the four steps of grey relational analysis were clarified. Then the correlation degree was analyzed among invest funds, water saving volume, and the three-industry as well as the correlation degree about the crop, forestry, animal husbandry and fishery so as to determine the project's impact on local economical structure.Part Five, conclusion and suggestions. Three conclusions and two suggestions were made basing on the analysis above mentioned. The conclusions are as follow:(1)The implementation of the project overall has stimulating effect on local industry economy;(2)The implementation of the project impacted the development of the industrial economy with different level;(3)The implementation of the project has a significant effect on local employment. The three suggestions are as follows:(1) Moderately increases the project investment, relax water-saving quantity quota restrictions, so as to promote local economic development, and increase farmers' income;(2) Perfect water pricing mechanism;(3) establish ecological compensation mechanism. |
