The report of the 18 th National Congress of the Communist Party of China made it clear that we should vigorously promote the general requirements of ecological civilization construction and raise the construction of ecological civilization to the height of the overall layout of the "five in one" of socialist modernization.The construction of ecological civilization is a complex and huge system engineering.The ecological and environmental problems are characterized by integrity and complexity.This determines the transition from government to public co-governance,which requires both the capacity and the environment of the government's environmental protection departments The power of the system,but also the need for public participation.The public is the cornerstone of the construction of ecological civilization,public participation in the construction of ecological civilization,the enthusiasm and effectiveness of ecological civilization construction will have a substantial role in promoting.This paper summarizes the previous research on the achievements of public participation in ecological civilization construction.First of all,it analyzes the theoretical origin and practice of public participation in the construction of ecological civilization,and explores the Marxist theory of public participation in the construction of ecological civilization and the ideological resources of public participation in the construction of ecological civilization from the perspective of Marxism;combing the western developed countries and developing National public participation in environmental protection experience.Secondly,it analyzes the current situation and causes of public participation in the construction of ecological civilization.Public participation is increasing,the scope of public participation is expanding,the way of public participation is increasing is a favorable trend;public participation is not high,lack of public participation,lack of public participation channels is a constraint;and put forward the public participation in ecological civilization construction The reason is that public participation is weak,the relevant laws and regulations of public environmental participation are imperfect,and the development of environmental social organizations is immature.Finally,according to the existing problems,put forward the corresponding countermeasures.First,establish and improve the public participation in the construction of ecological civilization related to the legal system.Including the constitutional right to publicize the environment,improve the information disclosure system,improve the public interest litigation system,improve the government feedback system.The second is to cultivate the public's ecological consciousness and public spirit.Including strengthening school education and social propaganda,and actively play the role of government incentives.The third is to promote the development of environmental protection social organizations,including the provision of financial support for environmental protection social organizations,to strengthen environmental capacity of their own social organizations.
