The upper reaches of Min River was selected as the research area in the paper. And it applies the field survey and the remote sensing visual interpretation as the method. Combining the historical statistical data of settlement and debris flow, there are three periods (1994,2004 and 2014) of valley settlement and debris fans which have been record their based information. With the support of RS and GIS information technology, the study on the basic characteristics, evolution rules and their responses of valley settlements and debris flow fans in the upper reaches of Min River for amore detailed analysis and summary. The main conclusions of the paper are as follows:(1) Based on the 2014's remote sensing visual interpretation, the current situation of valley settlement (including the type and the plane shape) and debris flow fans (including the size and the plane shape) were discussed, the distributing characteristics of valley settlement and debris flow were ascertained.(2) Using valley settlement and debris fan's based information (1994,2004 and 2014), the evolution of valley settlement (including the settlements density, the plane shape and distribution on valley settlement of the plaque) and debris flow fan (including the basic characteristics, the morphology and distribution on the accumulation fans of the geometric center) were analyzed.(3) With the evolution rules of valley settlement on the evolution of debris flow fans in the upper reaches of Min River, the response relationship is considered from the valley settlement's area and the accumulation fan's area, the LSI of valley settlement and the DSPS of debris flow fans, and the distribution of the valley settlements and the accumulation fans.(4) According to the measures of valley settlement on the evolution of debris flow fans in the upper reaches of Min River, valley settlement should be appropriate to avoid debris flows and emergency response capacity is improved; we need to build a debris flow "Investigation-Evaluate-Prevention-Governance" system.This paper research results serve as a theoretical basis and practical guidance for valley settlements development planning and debris flow disaster prevention in the upper reaches of Min River.
