Research On Gansu Socialization Support Construction Of The Nations’ Ecological Safety Protective Screen

Gansu is one of the most ecologically vulnerable regions where is located in the Silk Road thoroughfare,but if takes a heavy responsibility to protect the national ecological security;the construction of the ecological security barrier plays an irreplaceable role in the development of economic and social for the country and throughout the Asia region.On the one hand,the implementation of a series which related to policy initiatives of the nation and Gansu in recent years,which provides an unprecedented opportunity to ecological construction in Gansu and even in western,on the other hand, "along the way" strategy not only to provide a wide space for China’s new round of opening up,but also deepen the reforms comprehensively, expand opening up,accelerate the pace of development direction for underdeveloped inland provinces like Gansu.In this paper,by drawing on relevant research results and carry out a comprehensive survey,to find out that the basic characteristics of the resources and environment,the important ecological function areas in nation’s ecological safety of the bearing of the origin of barrier function under the premise in the Gansu Province,firstly by using the Analytic Hierarchy Process(AHP) method and the comprehensive index method,the Gansu Province ecological vulnerability index system is divided into target layer,criterion layer and index layer,screening the representative of the twenty indicators to build Gansu Province ecological vulnerability assessment index system,and in order to achieve the accurate reaction of the special geographical and ecological fragile overall trend in Gansu Province,then focuses on the analysis of the important ecological function areas vulnerable traits.Secondly,overall evaluation on the ecological construction practice in gansu province,comprehensive analysis and empirical research the construction of national ecological security barrier covering the gap,and further in-depth analysis of the current of the construction of ecological security barrier problems of institutional constraints and institutional demands in Gansu.The research results show that the administrative management system including practice regionalization,management department,economic performance evaluation,has certain systematic block for the construction of national ecological security barrier in Gansu Province,the ecological compensation system,for example:lack of public awareness,defects in the system itself,as well as technologically backward has certain restriction,the defect of formal system and informal system is also restricting the construction of ecological security barrier factor.At the same time,from the multiple angles such as the demands of society,policy and legal appeal,system demands,to explore the institutionalized appeal of the construction of national ecological security barrier.To solve the above problem,it must establish an appropriate national ecological security barrier institutionalized safeguard mechanism in Gansu Province.Therefore,from three aspects of the mandatory system,control system and leading system for building and innovation,from the top of the government,the market players and the social public to construct and perfect the safeguard mechanism and feedback in practice,effectively build national ecological security barrier institutionalized Safeguard Mechanism. Finally on the basis of overall research,and puts forward rich operational suggestions,such as increasing policy tilt,establishing the actively participate in the establishment of mechanisms for benefit area,strengthening the legal system of ecological protection,paying attention to the publicity and education,to raise awareness of human ecological civilization and building a long-term mechanism of the construction of the ecological security barrier.
