With social progress and economic development, the exchange of material between people is becoming more frequent, which makes the social goods significantly richer.Enterprises in the past often rely on raising labor productivity and product innovation,product development to gain market competitiveness, but in recent years, the enterprises gradually pay attention to earn more profit by reducing logistics cost. So the logistics technology requirements continue to improve.Distribution center as an important part of the logistics system in the location problem, also occupies a very important position in the planning and design of the whole logistics system. Location scheme is directly related to the success or failure of business. Although researchers promote the location problem from different angles,but due to the existence of different ideal in the research or the application process, a variety of ways still did not get very good application. Aiming at these problems in this paper, the maximal covering location model and algorithm with the traffic equilibrium constraints is proposed. In this method, the distribution centers are set up effective traffic constraint, merging facilities whose workloads are lower than the lower limit or splitting facilities whose workloads exceed the upper limit, in order to prevent the emergence of phenomenon that management cost is greater than logistics cost or management is in chaos in the facilities. we successfully handled the maximal covering of district with upper and lower limits or at the certain requirements of coverage meanwhile balance the workload. This approach has relatively large range of applications and generalization,which can not only easily apply to solve large-scale location problems, but also to solve single-level or multi-level logistics location problems. Further considering application and extension of the models and algorithms, location method with level logistics which based on traffic network distribution is presented. These methods play an important role in reducing costs and risks of enterprise. Specifically, It has great value for those regional provinces, where the economy is relatively backward, sparsely populated and workload has uneven distribution.The main work of this paper are(1) Introduces location related concepts and the basic problem of distribution center location, principles and influence factors of location methods, focusing on the advantages and disadvantages of covering location method proposed by scholars.(2) To establish a model to obtain the upper and lower limits of management center under the ideal condition, so that the decision makers and managers can be ajusted based on the specific issues of adjustment.(3) We propose models and related algorithms which suitable for different areas based on the maximum coverage of business, optimal scheduling distance and minimum coverage radius against problems of the location, the number, the jurisdiction, the coverage radius, the upper and lower workload and workload equalization of management center.(4) Taking into account the promotion of application of modeling method, this method is applied to the location problem of distribution center in Hohhot within the Second Ring Road, the results will be compared with the reality so as to test the validity and rationality of the method.
