Research On The Land Financial Issue Of Local Government With The Rapid Urbanization

In the 21 st century, the influence of local government land financial problems in the background of rapid urbanization is becoming popular, and the influence has been often discussed which is being a hot topic in our society. People have different opinions about the question, some people think that the local government land finance has a lot of advantages,for example, in the current environment of economic change, it has really developed the region’s economy, expaned the local finance income, and promoted the region’s urbanization process. On the other hand, land finance is a “immediate" approach, but it has caused many problems, for example, it has led the rapid rise in house prices, the disordered expansion in urban area, and the risks in financial mortgage. So it is the local government ’s an important issue that how to find the healthy and reasonable way to make money and have enough economic power for urbanization.The paper ’s study area is jiaozuo city in henan province, it is on the basis of the predecessors’ research results by collecting and investigating the relevant information,it use the research methods by adopting the combination of theoretical analysis and empirical analysis,and it discuss the land finance’s connotation 、characteristics and operation mechanism. Firstly, under the background of rapid urbanization, the paper analyze the status quo and the reasons of the land financial problems in Jiaozuo city. Secondly, the paper study the positive and negative effects of the land finance in the process of urbanization. Finally, in order to solve the problems of the negative effects of the land finance in Jiaozuo city, the paper put forward governance from two aspects of internal and external, the means to solve the problem of the city’s land finance includes vigorously develop tourism, and promote the new urbanization and so on.Paper is divided into the following five parts:The first part is introduction. This part introduces the selected topic background, the paper’s purpose and significance, the literature review, the research framework and the content of this paper, and the possible innovation points.The second part is the basic theory. This part in-depth analyze the connotation,characteristics and operation mechanism of the land finance.The third part is the empirical analysis. On the basis of the present situation of jiaozuocity, this part analyze the cause of the city’s land finance basised on the city’s 2004-2013 data,model the quantitative analysis model to research the economic and social effects of the land finance, and deeply analyze the negative effects of the land finance in jiaozuo city.The fourth part is the countermeasures. In view of the analysis result, the paper in this part put forward specific idea and method to solve the problem of jiaozuo land finance.The fifth part is conclusion and prospect. The paper in this part combs the research results systematically, points out the shortages of this study, and puts forward the next step research direction.
