Agricultural pollution in China isa increasingly prominent problem, as well as the unreasonable exploitation of land and water. Agricultural pollution accounts for approximately one third to one half of the total pollution source in China, being one of the most important environmental pollution source in China. In addition, the problem of water shortage resulted from the unreasonable exploitation of agricultural irrigation illustrated by the low effective utilization coefficience and the problem of soilfertilitydecline caused by the overexploitation are sharpening.The unreasonable agricultural industrial structure which may cause inefficient production of agriculture and too much input including fertilizer, pesticide and plastic film are the main reasons that cause a series of environmental and resource problems in agriculture. Therefore, to realize the agricultural sustainable development, promoting the transformation of agriculture from linear economic system to circulatory economic system by changing the agricultural industrial structure and the mode of agricultural production is one of the key factors to realize the reduction of input factors, the recycle of agricultural resources and the resourcezation of by-product.Based on the summarization of researches on agriculture circular economy, this research builds agricultural eco-efficiency evaluation mode for Jinchang, analyzes the evolutionary orbit of agricultural eco-efficiency, and figure out the main reasons for low agricultural eco-efficiency by means of data envelopment analysis. On this basis, this study build the development mode of circular agriculture for Jinchang. Then the circulatory economy industrial chain that supports the circular agriculture mode in general is involved, and finally we analyze specific models and chains with specific cases including districts and companies to figure out measures for the development of circular agriculture in Jinchang.Studies showed the below results. Firstly, both environmental loading ratio and energy yield rates of agricultural eco-economic systems are on rise, but the growth rate of environmental loading ratio is higher than energy yield rate, indicating that Jinchang’s agricultural eco-economic system is in the state of unsustainable. Secondly, Jinchang’s agricultural eco-efficiency is growing,but only 2 years’ eco-efficiencies are efficient with other 11 years’ eco-efficiencies invalid relative to DEA. The reasons for the low eco-efficiency include unreasonable resource structure,unbalance of input-output ratio, insufficient expected output and redundant unexpected output,especially fertilizer, pesticide, plastic film and other factors with the redundant unexpected output.Thirdly, the circular agriculture development for Jinchang must based on districts and companies with the thought of ’food combined with livestock, vegetable combined with livestock, medicine combined with livestock, and methane combined with livestock’. Six industry chains of circulareconomy should be built which includes wheat, oil crops, edible fungi, Chinese herbal medicines,beer malt and meat deep-processing as well as the development mode for circular agriculture of’green growth, agricultural product intensive processing, mixed feed-ecological scale cultivation-scale biogas-organic fertilizer-green growth’. Fourthly, Jinchang must ensure the sustained and healthy development of circular agriculture from the following seven aspects:changing existing evaluation system, building economized agriculture demonstration system,controlling soil pollution, setting up a system of comprehensive utilization of agricultural organic waste, exploring the photovoltaic three-dimensional agriculture development mode, promoting the industrialization of agriculture and perfecting circular agricultural service system.
