Since 2014, the party central committee and the state council issued The National New Urbanization Planning(2014-2020), China’s urbanization development entered a new period, improving the quality of urban. The new urbanization development is getting the goal with the urbanization of people as the core, the comprehensive carrying capacity as the support, system and mechanism innovation as the guarantee, the coordinated development of medium cities and small towns as a whole, the construction of scientific structure, rational layout of the urban system. In-situ urbanization as a way of urbanization, insist on small towns, small cities as the main body shape, absorb the agricultural population assemble and transfer to the central village nearby, small towns and small cities, realize the urbanization and the equal basic public services of people. In solving rural migrant workers in cities of our country’s existing beyond the difficulty of urbanization, urban and rural disease coexist, structural imbalance of urbanization problems and so on, In-situ urbanization brings new perspectives and ideas into the exploration of a new path of urbanization. In-situ urbanization and urbanization away from home are the important ways to realize population urbanization, regions with different social basis and resource conditions should constantly explore and try to adjust measures to local conditions.This paper based on three main research of In-situ urbanization. The first line is about the theory, focused on the second and the third chapter. First, this paper uses Maggie’s theory of grey area demonstrate the main body form of the In-situ urbanization are the nearest towns and small cities; second, accumulative effect theory proved the scientificity of the nearest and suitable agglomeration; third, the double push- pull model demonstrates the migration of rural population, all of these provides a theoretical basis for the applicability and scientificity of the In-situ urbanization. The second line is the realistic basis of the In-situ urbanization, mainly distributed in the fourth and sixth chapter. Bases on our country in the new period of urbanization, this paper analysis the advantage and disadvantage factors of the development of urbanization from the rural population migration will, urban scale and quantity, industrial base, infrastructure, public service supply, and demonstrates the strong vitality of In-situ urbanization development in our country. The third line is the main mode and empirical analysis of In-situ urbanization, concentrated in the fifth chapter. At present, some provinces have taken the lead to explore and experiment with In-situ urbanization, and obtained valuable experience. According to different development way and the driving mechanism the In-situ urbanization development pattern in our country can be divide into development model, endogenous model, exogenous model, characteristic resource-based model, a new type of rural community model five models which provide the reference and guidance for the development of urbanization within similar areas. Due to the local market in our country is imperfect, private capital is limited, government provide policy guidance and financial support for In-situ urbanization in development concept, institutional change, industrial cluster, investment promotion and capital introduction, the new rural community construction. Urbanization development pattern is given priority to with top-down government driven, grass-roots government plays a dominant role in In-situ urbanization process.
