Provincial Grid Transmission And Distribution Pricing Mechanism And Empirical Research

March 15,2015, the State Council issued "Several opinions on further deepening the power system reform" (P.R.C Issue [2015] No.9), proposed to focus on the recent mission of promoting the power system reform, aiming at promote the price reform and straighten out the price formation mechanism, including approve transmission and distribution tariffs separately and handle cross-price subsidies properly. Price reform is the core of the power system. Transmission and distribution price is the middle part of electricity price chains. So transmission and distribution price reform is the core of tariff reform, which is involved the interests of power generation companies, power companies and electricity users. Currently, there is no reasonable transmission and distribution price formation mechanism and independent electricity transmission and distribution system in Provincial power grid. Therefore, researching for provincial transmission and distribution tariff mechanism under the new situation of electricity market reform in Provincial power grid is urgently problem to be solved.Firstly, this paper analyzes the basic theory of transmission and distribution tariff, transmission and distribution tariff pricing methods and compares the existing transmission and distribution tariff pricing methods. And then, this paper establishes the provincial power grid transmission and distribution tariff pricing model and mechanism on the basis of stamp pricing, which is in the strict control of transmission and distribution tariff currently, including accounts the main income of the approved grant, the voltage level of the transmission and distribution cost sharing, total transmission and distribution cost accounting of voltage level and reasonable transmission and distribution tariff level. By designing sustainable development functionality incentive factor for different development stages of the provincial power grid and establishing phases of the optimal model of transmission and distribution tariff pricing mechanism, including linkage model of transmission and distribution tariff and environmental features factor, node pricing model of future provincial electricity grid, this paper analyzes how to further promote sustainable development of the provincial power grid and optimize network resources allocation. Secondly, the accounting of currently provincial power grid values of key parameters and policy support of transmission and distribution tariff analysis on the basis of stamp pricing is important, including operation and maintenance of approved fees, pricing depreciation rate, efficient assets and taxes approve. Based on the above analysis, this paper make an empirical analysis about transmission and distribution tariff level in A Province, measure transmission and distribution pricing level of transmission and distribution tariff reform pre-transition phase and make sensitivity analysis. At the same time, this paper analyzes the provincial power grid acceleration investment to promoting wind power and photovoltaic consumptive in order to reduce the country’s air pollution, which influences the transmission and distribution tariff for a more in-depth analysis. Finally, based on the transmission and distribution tariff reform trends and measure results of Provincial power grid electricity transmission and distribution tariff level, this paper put forward its reform proposals and measures of the provincial power grid transmission and distribution tariff.
