Study On Communication Management Of CCDE Instant Telecommunication System Project

Instant Telecommunication System Project is a key project on Informatization Construction during the 12 th Five-Year Plan and a key supporting project to realize the business integration and digitalization. Due to the influence of business environmental factor and the disunity between associated people’s interest and the target, the project has been delayed and the project manager has been changed. So this project has become the last started Informatization Construction Project during the 12 th Five-Year Plan.By taking the real example of global instant telecommunication system and from the point view of project manager, this paper profoundly analyzes the issues on project communication management in state-owned enterprises with the focus on negative effect of poor communication, communication disorders, cross-cultural conflict and noise disturbance. Through the method study of project communication management on instant telecommunication system, this paper develops a set of project communication management platform which is applicable to this project, so while the issues have been solved, the project communication management performance and the whole project management performance have been improved, therefore the success rate of the project has been increased.Research trends at home and abroad show that there are a large number of reference literature achievement and theory on project management, but there is less on project management study of informatization construction in large state-owned enterprises, especially less on project communication management and experience summary. This paper conducts an exploratory research on theory and method, management and technology, and creatively proposes four measures, which are complex communication network, internet communication based on Wei Chat enterprise number, the 4 absolute principle and criticizing and self-criticizing within the project team, so that the reference of real example and experience summary can be provided to the follow-up similar project managers.
