As the development of human society, there has been much pollution, what’s more,the pollution has not been the problem of one region or one country, t has come to a problem which will worry the whole world. Smog, acid rain, ozone hole, global warming and so on, a series environment problems have to be faced by human beings.As a result, humans begin to think about the way how should the develop themselves, hen,the idea of sustainable development come out. The sustainable development emphasize that the relationship between the nature and human should be living together in harmony,and people shouldn’t only get material from the nature without protect the nature or even harm the nature.The Loess Plateau is in de middle of our country, it’s area has a high proportion in our country. However, the environment there is very poor, especially in the Hilly Gully Region of Loess Plateau. Socompared with other regions, the Hilly Gully Region of Loess Plateau need to achieve sustainable developmentbadly. So, in this paper, we choose the Hilly Gully Region of Loess Plateau as our study area, and make Yan’an as an example, we use ecological footprint model to evaluate the development of Yan’an. We hope that our study can provide useful advices for the region’s sustainable development.In this paper, we have already searched much information about Yan’an, the region we study on. We analyzed the ecological of Yan’an, and we found that(1) The ecological footprint of Yan’an in 2000、2005、2010and 2013 is 0.3040 hm2、0.5977 hm2、1.0892 hm2、1.5590 hm2 respectily,and it’s quite clear that the ecological footprint of Yan’an has grown bigger from 2000 to 2013.The ecological capacity of Yan’an in 2000、2005、2010and 2013 is however the ecological capacity is 0.3040 hm2、0.5977 hm2、1.0892 hm2、1.5590 hm2,and we can see that the ecological capacity has decreased rapidly.(2) The consumption of fossil fuels makes up the largest proportion in the ecological footprint of Yan’an.The proportion of fossil fuels land was 83.29% in 2000, while it has increased to 96.62%in 2013.So cut down the amount of the consumption of fossil fuels is the most important thing to do to reduce the ecological footprint of Yan’an, which will do good to the region’s sustainable development.(3) The results show that the average consumption of cereal for one person in a year has decreased by 23%,which is 193 kg in 2000 while in 2013 it has been 123 kg. People’s living style for example what food they eat, will make a difference in the region’s ecological footprint, and also it will promote or prevent a region’s sustainable development.(4) The index of ecological footprint of Yan’an from 2000 to 2013 is 0.92、0.82、0.72、0.68 respectively. We can see that the index of ecological footprint of Yan’an has decreased from 2000 to 2013, which means the stability of the ecosystem in Yan’an has become lower.
