From the Reform and Opening until now, with the rapidly development of the economy in the cities, a large number of rural labors moved into the cities from countries and villages to engage in the business and commerce, and the process of the urbanization and industrialization caused the floating scale to expand gradually. By the end of 2015, the number of the rural labors in the nation has reached up to 277 million, which increased 1.30% at the year-on-year basis. Among the rural labors, the number of migrant rural labors is about 169 million, growing up 0.40% on year-on-year basis(National Bureau of Statistics of China,2015). The moving out of the local rural labors from the countries and villages always accompanies with the moving back of the migrant rural labors from the cities. It is quite difficult for migrant rural labors to integrate into the cities, since they are unable to obtain the registered residence, the next generation’s education, the social securities and insurances so on and so forth. The low possibility of citizenship leads numbers of migrant rural labors to move back to their hometown. It has been shown up that the problem of the rural-labor-shortage at the cities based on the phenomenon. Under the current background of the coexistence of the rural-labor-excess and rural-labor-shortage, the moving back of the migrant rural labors, as a vital part of the population immigration, has attracted the concerns of the whole security. It has also become a significant problem that we have to face among the current development of the economic security.Based on the data of the income survey data of China urban and rural residents and migrant population(CHIP),the paper analyzes the employment behaviors of the rural return labors in the process of the urbanization from the experience of working in cities.Results reveal that moving back would promote non-farm employment in rural labor force, the rural return labors would exhibit greater non-farm employment ability. The income level of the rural return labors increases significantly to start an undertaking by taking its comparative advantages.Since the conclusions help to promote the study of the rural return labors and help the government solve the employment problems of the rural return labors, the paper has very important practical significance and policy implications.
