Building small water conservancy facilities in China has drawn wide attention from different sectors of the society since the release of the No. 1 document from the national central government in 2011 and the money invested in is unprecedented and its scale as well as its number is also maximum. The ability of agriculture’s the nature-disaster resistence is obviously strengthened, and food security as well as agricultural production is effectively ensured after five years of continuous construction. Currently, building small water conservancy facilities has been the main focus of Chinese rural infrastructure, regarded as an important measure of stabilizing growth and restructuring, an important guarantee of national food security, a critical support for achieving sustainable development of agriculture as well as an important means to promote the unity of city and countryside by the state. But at the present stage, the construction of water conservancy in some regions can not still meet the demands of rural production and rural life, regulating agriculture development and hampering the adjustment of industrial structure. Therefore, it’s especially important to study how to strengthen the construction management of small water conservancy facilities so as to adapt to the new normal and promote the development in a better way.With Xianyang as the major subject investigated, the paper researches construction of small irrigation and water conservancy facilities there based on statistical data and materials collected for years by combining construction actuality of irrigation and water conservancy facilities. Firstly from the city situation and water regime, the basic condition of Xianyang is introduced, then the development history of irrigation and water conservancy in Xianyang are discussed about, and what follows is an analysis on current development of irrigation and water conservancy facilities from four aspects of water supply and demand, input, construction, and management. The open questions are then analyzed in current development of small irrigation and water conservancy engineering. The paper thinks that though massive money are invested and scale is enlarged in small irrigation and water conservancy facilities, and some managerial effectiveness is realized too, there are still problems of water resources shortage, insufficient fund input, absence of management and disordered development and so on. Then the paper analyzes current opportunities and challenges faced by development of irrigation and water conservancy facilities. In addition, it gives abrief introduction of construction and management experience of foreign developed countries in agricultural irrigation. Lastly practical countermeasures and suggestions available to Xianyang are put forward to cope with the four problems of small irrigation and water conservancy facilities in Xianyang.The innovations in this paper are:(1)Systemic analysis has been made on building small water conservancy facilities from a historical perspective and the water conservancy development is divided into three stages.(2)An analysis made of water demand and supply, inputs, construction and management state in terms of small irrigation and water conservancy in Xianyang makes us realize some problems.such as limited-water conditions, underinvestment, absence of management and disordered development based on data analysis.(3)Strategies and suggestions are put forward in strengthening the small water conservancy facilities construction and management: widening investment channels and building a long-term investment mechanism; deepening the management system reform and building a long-term management system; strengthening small water conservancy facilities construction and management; advancing saving water and building a reasonable water price mechanism,all of which have great reality significance on speeding up building small water conservancy facilities in Xianyang and in project management.
