Research On Pricing Of Tap Water Of Xuzhou

Water plays an important role in real life.Tap water as a quasi-public product,its price must be regulated by the government.In this paper,we emphasize the meaning of the government for water price policy.Government regulation can make the tap water price rational.This paper embarks from the public product theory, by the public product characteristics of tap water.Due to the scarcity of water resources and the necessity of developing market economy,tap water price formulation should be mainly decided by the cost.But at the same time, government departments need to strengthen supervision.The government must make sure that the water price is in a reasonable range.The basic production needs and living demand of social public should be taken into account.Xuzhou current water price exists many unreasonable aspects.For example, the price adjustment is out-of-date, the waste of water resources is serious,management system is unreasonable,etc.In order to solve these problems, Xuzhou current water price policy and water resources condition is analyzed.Firstly,we point out that the current water price is not reasonable.On the basis of fully research of the water price theory and pricing models,the tap water price regulation theory is determined.Secondly,we analysis the tap water price regulation policy of Britain, France, the United States and Canada.We review the tap water price reform of Beijing,Shanghai and Guangzhou.Thirdly,this paper combines the advanced experience of domestic and foreign water price formulation.On the premise of relevant data analysis, we put forward some opinions to improve Xuzhou ladder water price mode.Finally, the paper points out the further measures and Suggestions to perfect the urban tap water pricing method.The government should rationalize the management system and help the masses to reflect the views of price.On the other hand the laws and regulations of water price formulation must be improved. Last but not least,we can use a variety of water charge mode,for example,seasonal water price, increasing water rate, two-part water tariff and so on.In this way,the consumer demand and water supply structure can be more reasonable.Under the background of market-oriented reform,the government should guide the water supply enterprise to service more efficiently.
