Research On Industrial Technology Innovation Team Of China Based On The Government Perspective

Technological innovation, especially the industry technical innovation is directly related to a country’s industrial competitiveness and the future of the country, and it is the important path to achieve national innovation-driven strategy. The key of industrial technology innovation is industry common technology, while individual companies are generally difficult to do alone. So it need rely on cooperation and innovation team. Therefore, we must strengthen our industrial technology innovation team. From the perspective of the industry,this paper research on how to assemble the power of government, industry, universities and research institutions to develop the key and common technologies in order to establish the industrial technology innovation team.This paper analyzes the relationship between the industrial technology innovation team and industrial common technology. It points out the shortcomings supply of common industry technology is an important reason for establishing industrial technology innovation team. At the same time, it sums up the present situation of China’s industrial technology innovation team and the main problems that currently exist, including the lack of top-level design and long-term planning, small industry concentration, low investment in basic research, lack of information sharing between enterprises.Based on the characteristics of the world’s industrial technology innovation team and our current situation, we choose Japan and the United States as the typical patterns to analyze. This paper argues that Japan’s industrial technology innovation focuses on government-led institution-building, such as the series production system, a combination of technology research, etc., and the United States bases on a complete market environment, including the leading role of the legal system and the market, more adoption of legal and policy instruments to promote innovation teams, such as the development of the "National cooperative Research Act", "Bayh-Dole Act" and a variety of innovative projects to support teamwork. Although the development model of the two countries is different, but both promote the development of their national industrial technology innovation team, which has an important reference to China.Finally, oriented cooperative innovation in industrial technology innovation system, we study successful experience of typical developed countries on industrial technology innovation team from the government perspective, including the institutional mechanisms in Japan and the U.S. industrial technology innovation team, the paper gives policy recommendations of establishing industrial technology innovation team, including the technology research consortium, virtual teams and other innovative team to get the industrial key and common technologies. Set up legal system and macro public policy to support collaborative innovation. While ultimately solve the supplies of industrial common technology to enhance the competitiveness of the national industry.
