With the strengthening of the global economic integration, industries with a competitive advantage clearly feature a characteristic of regional clusters. Industrial clusters are the effective form in enterprise development. External economics, scale competition advantage, brand advantage has greatly reduced enterprise cost. Our Chinese automobile industries which are based on the original engineering works, after years of development, has gradually gathered, took shape and finally form the model of industrial clusters. These clusters are mainly distributed in Northeast China, Beijing-Tianjin area, Yangtze River Delta region, Pearl River Delta region, the central region, Southwest China.They are different and make great economic benefits. However, under the big pressure of international large-scale enterprise groups and industrial alliance, which keep the core technology and intellectual property, the disadvantages to Chinese automobile industries on technical innovation, market competition, and export ability are even more obvious. How to correctly understand the current situation of development, and then how to break the development barrier? They both put forward an objective requirement for the performance evaluation of Chinese automobile industrial clusters.After the analysis to relevant literature about the industrial clusters and clusters performance evaluation, we found that the research of most domestic scholars was based on partial characteristics of a cluster in a particular region. On this basis, this paper: To clearly definite the clusters scale and clusters performance evaluation; To use Theory SCP to analyze the path of performance evaluation of industrial clusters on spatial structure, heterogeneity of resource, competition and cooperation game, and so on; To add content to the Balanced Scorecard in order to set detailed indicator, which is to set up a evaluation system consisted of finance, market, innovation and cluster, by considering the specialty of Chinese automobile industrial clusters; To use the evaluation system above to conduct quantitative analysis to the performance evaluation of Chinese automobile industrial clusters, with the methods of data source and comprehensive scores.The situation that Chinese automobile industrial clusters faces both opportunities and challenges. The comparative studies of empirical data establish the theory and the practical foundation for working out empirical conclusions. Studies shows that : Financial capacity is the most important expressive way of profitability in the development of automobile industries clusters; The current service condition depends on the advantage of market competition and the exerting of industrial clusters effect; Innovation can make predictions of its future development, and it is also related to the own development potential of clusters. Chinese automobile industries are now experiencing a period of fast development, but large development gap among six main clusters, lack of core technology, and the low level of regional cooperation are still serious problems. So it is hard to deep the clusters network construction and put off the low end of international industrial chain.Based on the features of Chinese automobile industrial and the conclusion to industrial clusters, this paper put forward some suggestions on clusters network construction, government policy, and clusters brand construction: To push forward clusters network construction to a higher level, to focus on innovation, and to deep the division of work; To develop the guiding role of government on resource and requirements during the development of clusters; To pay more attention and to strength the clusters brand construction, and to highlight the regional features.
