The problem that the importance and seriousness of water resources has become the consensus of the community, as the hot point of the prevalent and widely discussed in the world, the shortage of water resources has been highly concerned by experts in the field, the relevant departments have been put on the important position of water resources. In the arid area of our country Xinjiang, the water resource is an important factor to influence the development of the national economy, is the precious resources of daily life. At present, Xinjiang is in the preliminary stage of development by leaps and bounds, due to the influence of many factors, led to the Xinjiang economic development is relatively backward, with the industrialization and urbanization process forward, industry accounts for the proportion in the regional economic development will be more and more, and industrial demand for water will increase greatly. Based on the shortage of water resources is relatively prominent, Taking Xinjiang Turpan area as an example to study; Turpan is a as the extremely arid region in Xinjiang, with other production elements resources scale industrial development, but the limited water resources and weak energy distribution is difficult to carry the development of large-scale industry and local industry is too dispersed. It has become the core problem of the economic development of the region water resources carrying capacity, but also for very large scale of industrial development constraints; therefore the expansion water allocation ability of industry in Xinjiang Turpan area and the realization of the research is important theoretical and practical significance.In this paper, according to the characteristics of natural resources in Turpan area and the basic conditions of water resources, the theory and statistical methods as the basis, combined with the investigation on water resource and water environment status, characteristics of monthly and seasonal changes of water on the local snow melting analysis. Master the administrative area of the current economic development scale and potential, combined with many years of economic indicators and refer to the governments at all levels of economic development and long-term planning, to determine the development speed of various economic sectors in each year and the contribution to the local economy by application of statistical analysis method and multiple regression, using the data envelopment analysis method compare the relative technical efficiency of water use in Turpan area and the surrounding several areas, water use efficiency evaluation of the region. According to the water capacity of the coverage and the local economic development scale and the present situation of water environment, choose the optimal water consumption and water saving in the water, to ensure the development of other industries on the basis of the existing space, expansion and ultimate bearing capacity of water resources is determined based on the statistical method of local resources, expanding the overall economy and industrial economy is evaluated by the water resources quantity form water saving technology added value, to infer the limit industrial water potential and development value, finally according to the above research, combined the main contradiction between Turpan current and future economic development and water resources, put forward reasonable conclusions and suggestions.
