Study On The Delineation Of High Standards Of Basic Farmland Based On The Functional Protection Of Cultivated Land

Currently, one of the most important country strategies is to conduct large-scale construction of high standards of basic farmland, "Large-scale construction security high standards of farmland" was proposed in "Twelfth Five-Year Plan" in 2011. The country strives to build 4 million acres of high standard farmland in 2015, and to build 8 million acres in 2020.The task of basic farmland has carried out under the concern of the country.In order to ensure food safety, protect the quality of arable land and to accomplish the task of building a high standard basic farmland better. Scholars have studied on the protection of farmland, however, most of the research was about agricultural areas and the quality of arable land. Scientific delimitation of high standards of basic farmland is to complete the construction faster and better.The city, as an urban development product in certain period, has excellent location factors. While the arable land in metropolitan area has the pressure of being occupied.How to delimitate a high standard of basic farmland is the contradictory point between high standard basic farmland construction task and the rapid development of the city. The study area is four districts around Tianjin, which is responsible for the task of construction of high standards basic farmland, food security and ecological security. At the same time,it is an important platform in the society and economic evelopment.The study focuses on defining the multifunction arable farmland based on properties of land, establishing of Arc GIS database on account of Tianj in spatial data and classification data and selecting the quantization factor and evaluation Model and evaluating model for each function with GIS spatial analysis. The other study is delimitation of high standards of basic farmland with gradual correction and type combination in Tianjin. In the end, the study area is divided into three types of zones. In summary, the zones with gradual correction show distribution of spheres and the zones with type combination show continuous distribution characteristics.
