Originated in 1947, the DahSing Group is a leading financial service group in Hong Kongof China, providing banking, insurance, financial and other related services in Hong Kong, Macauof China, and Mainland China. The Group consists of DahSing Financial Holdings Limited(Registered No.: 00440) and DahSing Banking Group Limited(Registered No.: 02356), which are listed in Hong Kong Stock Exchange. With over 60-years-development, the Group has founded DahSing Bank China Limited( "DSC") with 100% holdings in Mainland China since August, 2008. Head office located in Shenzhen with around 500 employees, it offers comprehensive banking service including foreign currency and Chinese currency service.In the last five years, the DahSing Banking Group has adjusted its strategy moderately. For the Mainland business, the main focus for DSC should be directed to promote the retail banking business, facilitated by setting up a retail banking department while maintain the market scale. Accompanying by the strategy alteration, the IT department has encountered new challenges to support the banking operation. For managers of the IT department, the chief mission is to re-evaluate current SPIR(stragegic planning of information resources), to modify it, and to manipulate appropriate and effective localised strategies on Information technology.This dissertation will initially review the theories and practices on information resources management and strategies from domestics and overseas organisations, and research and study the current development of information resources management from some representative banks. Based on that, it will analyse the key issues and problems, threats and opportunities encountered by DSC, and reveal the essence of the development of IT resources management and strategy.It follows with the whole framework of analysing, manipulating, and action planning of information resources management and strategy in DSC by applying a series of business management tools, external and internal audit, SWOT analysis, Porter Five Forces analysis, and information technology strategy and CSF critical success factors, BSP organisation system design, SST strategic objective switching method, etc. By analysing and evaluation, it proposes that the combination of tradition competitive advantages and information resources management, and cost leading strategy could create the unique core value in bank.Finally, by proposing the action plan for DSC information resources management and strategy, including investment appraisal and training programme in information technology and core competitive advantage, it is to guarantee the feasibility of research strategy. This paper is to study information resources management and strategy specifically in medium-small size banks, and contribute to the knowledge for medium-small size banks to develop the information resources management and strategy.
