Planning Programming And Benefit Analysis Of The Ecological Land Revitalization Project

Land is the basis of human survival and development. However, as human reproduction and social-economic development,the contradiction between people and land is more and more obvious. Therefore, the land reclamation becomes an important coordinated and adjusted measure to ease the contradiction. Especially in recent years, it has played a significant role.Ecosystem is the carrier of human production md life. The balance of ecosystems is an important support for sustainable development of human society. Ecological benefits reflect the basic indicators of ecosystem balance.At present, most of domestic researches on ecosystem impact assessment of the land reclamation are mainly qualitative analysis. The evaluation methods have stayed in the one-sided focus on improving the arable land growth rate. To get the ecological benefits be more intuitional, this paper will use the value of ecosystem services as the quantitative indicators for the evaluation of ecological benefits. The quantified ecological benefits are helpfol to assess the rationality and comprehensiveness of land reclamation planning, and it also can be a scientific guidance as the following land reclamation or land-use planning.Sixian village, Maoping village, Liubu village and Jiaotang village in Anhua cou nty are considered as a project area in the research. The location, natural conditions, s ocial and economic conditions, land use structure, infrastructure conditions were anal yzed. According to the relevant national planning polices and design standards of Gen eral Land Use Planning, some abandoned rural land was converted into irrigation pad dy field. In this way, land is used effectively, slowing the speed of the loss of arable la nd, strengthening the ability to resist to natural disasters and improving the productivit y of land. Some dual-use irrigation and drainage canal and hardware facilities will be build and refitted to ensure the production and transportation of people. The purpose o f repairing some embankment and dam is to protect arable land and improve scenic vi ew of the project area.After the implementation of the project, sustainable developme nt will be steadily enhanced. The ecological environment will be improved. The effici ency of using resources will be increased significantly. The living standard of resident s will be improved.This paper summarized the influence factors and existing problems of ecological regulation based on actual conditions of project area. By comparative analysis on land regulation of ecological and traditional, this paper pointed out the difference and relat ion between them. This paper also analyzed the negative impact of traditional land reg ulation grounded on realities of situation, scientific methods and countermeasures of i mproving the social economic and ecological benefits can achieve social, economic a nd ecological benefits of unification, accord with the goal of land management.
