Accompanied by the continuous improvement of economic science and technology, and the improvement of living standards and the continued implement and improvement of market-oriented economic model, the highway resources situation is increasingly grim. One aspect is the highway uneven distribution, Serious lack of highway resources in some regions, on some developed areas, the highway is also congested in the important holidays; The other hand, in a market economy, the toll price of highway is directly affect the supply and demand of highway, it relates to the social welfare of each consumer, Related to the balance between national economic development and social fairness stable situation, How to pricing toll of highway reasonably and ensure the effective realization of the healthy and stable development of operating highway industry has become a real and serious problem, which has far-reaching strategic significance and great practical significance to pricing.The main contents:(1)This article firstly completes the research on defined features and pricing elements of quasi-public goods. It take into consideration that the price of quasi-public goods such as operating highway is determined by its cost with the development of market economy, but given the characteristics of quasi-public goods, the toll price is interfered by the relevant government departments.(2)This paper analyses several popular pricing models and methods, then analyses the direct and indirect effect factors of operating highway toll pricing, and points out the limitations of the several pricing methods.(3)Based on the theory of quasi-public goods, this paper proposes rate of return on investment pricing model by using normative research analysis. Simulated pricing by use data of Shanghai-Nanjing Highway. The model has the characteristics of workable, cost-sharing clear, fair and so on. Finally, the paper proposes the problem of highway toll pricing operators should be concerned, and put forward relevant proposals about develop of operational highway toll pricing.
