It take into consideration that the price of quasi-public goods such as operating highway is determined by its cost with the development of market economy, but given the characteristics of quasi-public goods, the toll price is interfered by the relevant government departments.(2)This paper analyses several popular pricing models and methods, then analyses the direct and indirect effect factors of operating highway toll pricing, and points out the limitations of the several pricing methods.(3)Based on the theory of quasi-public goods, this paper proposes rate of return on investment pricing model by using normative research analysis. Simulated pricing by use data of Shanghai-Nanjing Highway. The model has the characteristics of workable, cost-sharing clear, fair and so on. Finally, the paper proposes the problem of highway toll pricing operators should be concerned, and put forward relevant proposals about develop of operational highway toll pricing.
