Competitiveness Of Wuhan As Shipping Center In Middle Reach Of The Yangtze River

"The State Council on the basis of guidance golden waterway of the Yangtze River economic zone to promote development," was published on September 2014, Wuhan has been determined as the shipping center of China, which not only effect the develop of center of China, but also influence the strategy implementation of Yangtze economic belt. The construct of Wuhan Yangtze shipping center are now facing great crisis and challenges. At the same time, it should be realized that Wuhan Yangtze shipping center are now at an early stage. The overall performance include that the traditional shipping services have to be improved, modern shipping service system is lagging behind, collection and distribution shipping structure still need to optimize, shipping industry resources capacity, safety and security of shipping and policies, laws, science and technology, talented of shipping development, which need to be further strengthened. Around the structure of Wuhan shipping center in Yangtze river and this strategy target needed to be implemented.The construction of Wuhan Yangtze shipping center index system pointed out the direction for further construction, which promote the implementation of the national strategy. Research contents and results are as follows:Firstly, the article analyze the current situation of shipping center and put forward the concept of the shipping center, analyzes the connotation of the middle reaches of the Yangtze River shipping center in Wuhan, describes the current situation from various angles shipping center in Wuhan, the evaluation index system for the shipping center Competitiveness provide the basis to build. Secondly, the article drawing on research the construction-related domestic and international shipping center and interview with experts on the basis of the preparation of shipping center Competitiveness Factors questionnaire, application reliability and validity. Through of the construction of related domestic and international shipping centers and interview with experts, this paper designs a shipping center competitiveness factors questionnaire, takes advantage of analysis of port’s natural conditions, harbor infrastructure, collecting and distributing net, economic conditions of the hinterland, the main body of shipping market, shipping service system and policy as the evaluation index of the system, which provides a theoretical basis for evaluation of shipping center and its construction. Thirdly, considering the characteristics of shipping center evaluation system, this paper selects AHP-Matter element model evaluation model which combines the advantages of AHP and Matter-Element method, and uses the model to evaluate the status of development of Wuhan Yangtze Shipping Center. Finally, according to the evaluation results, the paper analyses the problem through many different aspects and put forward some meaningful suggestions for developing Wuhan Yangtze Shipping Center.
