Employment is the basis of people’s livelihood and social harmony. Currently, public employment service is facing the problem of low quality and efficiency. In order to provide a high-level quality and efficiency service and guarantee the policy implementation, the government needs to formulate the day-to-day service content standards, implement the benchmark and evaluate the outcome constantly through standardization principles and methods. In2013, Kunming is the first city in China to set up the employment standardization system, yet it has not improved the overall service quality. This paper will analyze this situation and apply the theories of new public service, total quality control and benchmarking to optimize the standardization system in Kunming. It will also provide feasibility study of the future development.The first part of this essay focuses on the detailed explanation of public employment service, service standardization, employment service standardization and also provides a comprehensive discussion on the related theories of employment service standardization. It annotates the ideal status of employment service standardization and analyzes its necessity. The second part of this essay provides the detailed introduction of the current experience of domestic and international public service standardization and the status quo in Kunming city. The third part of it analyzes the existing problems of employment service standardization in Kunming and tries to find its origins, therefore provides the solution of optimized construction in the final part.
