"Hunger breeds discontentment, food safety is the top priority." With the agricultural products quality safety issues having become increasingly prominent, the safety of agricultural products are gaining more and more attention in consumers. Quality safety of agricultural products is not only related to the safety of human life, but also related to national development. Since the Uruguay round, numerous "green barriers" set in the name of ensuring the quality safety of agricultural products have had a increasingly quite prominent impact on international trade. In recent years, China’s agricultural exports has been hampered repeatedly because of the quality safety problems, seriously hampered the international competitiveness of China’s agricultural products. At the same time, the quality safety of agricultural products has also affected agricultural development. Since the development of "high yield, high quality, high efficiency agriculture" proposed at the end of the80’s in twentieth Century, people have begun to rethink about modern agriculture. Modern agriculture development has made tremendous contributions, as well as huge potential risks, excessive application of fertilizer and pesticide is easy to cause environmental pollution and secondary pollution, harmful to human health. As an important measure to solve the quality safety issues of agricultural products, an organizational model of the industrial chain emerge as the times require, characterized as agricultural enterprise-farmer bilateral vertical cooperation. In fact, the human society is in a multi symbiotic era, and the relationship between enterprises and farmers also entered a symbiotic era. As the main form of bilateral vertical coordination between agricultural enterprises and farmers, order agriculture have become an important means of solving agricultural product quality safety problem. The establishment of bilateral vertical collaboration between farmers and enterprises makes both sides "share the profits and losses". Therefore, how to explore the influence of bilateral vertical cooperation between enterprises and farmers on agricultural product quality safety, from the view of farmers, has become an issue needs resolving urgently with important theoretical value and practical significance.This paper had a theoretical basis of farmer behavior theory, asymmetric information theory, transaction cost theory, vertical coordination theory and so on. Some statistics and econometrics methods were used, such as investigation and analysis, Binary Logistic regression model, Oaxaca-Blinder counterfactual decomposition method and SEM model, to conduct qualitative and quantitative analysis of the relationship between agricultural enterprises-farmers bilateral vertical coordination and agricultural product quality safety, from the perspective of farmer. The main contents of this paper include, Literature review and Theoretical basis (Chapter One and Chapter Two), Theoretical framework of agricultural enterprises-farmers bilateral cooperation and agricultural product quality safety (Chapter Three), Impact of agricultural enterprises-farmers bilateral vertical coordination on farmers willingness of agricultural product quality safety control (Chapter Four), Effect path of bilateral vertical coordination on farmers quality safety control act (Chapter Five), Policy recommendations (Chapter Six). Through the above study, the following conclusions concluded:(1) It’s of important practical significance to carry out agricultural enterprises farmers bilateral vertical coordination. For instance, it helps to meet farmers information needs, further reducing the risks of agricultural production, to reduce transaction costs, to guarantee the quality safety of agricultural products. After farmers participation in the bilateral vertical coordination, the leading agricultural enterprises provide technical guidance and sales guarantee and farmers consciously control the quality safety of agricultural products in order to obtain high profits will form a relatively stable benefit mechanism, conducive to the realization of high quality of agricultural products and the bilateral benefits of agricultural enterprises and farmers.(2) Farmer-leading agricultural enterprise bilateral vertical collaboration is actually a kind of contract between the two bodies. The contractual relationship between leading agricultural enterprises and farmers has such characteristics as relational embeddedness, long-term, self-compliance and terms of open tenns. And future cooperation value, relationship rules and reputation is an important guarantee for contractual relationship of agricultural enterprises-farmer bilateral vertical coordination to execute continually.(3) Farmers can be divided into cooperative ones and non-cooperative ones according to whether participating in agricultural enterprise-farmer bilateral vertical cooperation. the proportion of those who have a stronger product quality safety control willingness in "cooperative farmers" is91.33%, while that of the "non-cooperative farmers" is75.60%,15.73percentage points lower than the former one.14.29percent of the difference between "Cooperative farmers" and "non-cooperative farmers" in agricultural products quality safety control will can be explained by endowments characteristics. Besides,44.36percent of it can be explained by the difference in coefficients. From the partial regression results of will defference, variables with larger contribution to the will difference of agricultural products quality safety control between two groups of farmers are difficulty in obtaining funds, agricultural products income stability, family labor amount and age, respectively, among the selected variables.(4) In terms of the effect path of agricultural enterprises-farmer bilateral vertical cooperation on farmers agricultural products quality safety control behavior, agricultural enterprises-farmer bilateral vertical coordination, agricultural products trade environment and agricultural production endowment all have significant positive effects on quality safety control level of agricultural products, the standardized path coefficients of which were0.444,0.173,0.317, respectively. At the same time, the bilateral vertical cooperation has significant positive effects on agricultural products trade environment and agricultural production endowments, standardized path coefficients of which were0.248,0.080.The possible innovations lie in the follows.(1) In research content, different from previous studies, this study focuses on the impact path of agricultural enterprises-farmers bilateral vertical cooperation on farmers agricultural products quality safety control behavior, providing empirical support to develop and improve national agricultural products quality safety management policy. And the difference comparison of agricultural products quality safety control willingness between "cooperative farmers" and "non-cooperative farmers" provides reference for further enhancing the bilateral vertical cooperation. Both of them reflect the innovations in research content.(2) In research method, the application of SEM model, Binary Logistic model, Oaxaca-Blinder counterfactual decomposition method and other measurement methods in empirical analysis makes the results more reliable, and the conclusions of the study more convincing, reflecting the innovation in research methods.
