The development relationship between city and industry not only promotes but also restrains each other. Industrial development provides driving force for the city and expands its boundary limits, meanwhile, cities as carriers of space and numerable demographic groups sustain industrial development. In this sense, we can see that formation and expansion of a city depends on population aggregation and industrial division.China’s urban space has been through drastic changes since the reform and opening up, with the acceleration of the process of urbanization and spatial expansion of metropolis, lots of new towns emerge, most of which categorized as new industrial towns lying in the starting point of development zone area. At the early stage of construction, development of urban functions often dominated by industry and driven by the use of industrial agglomeration. For a long time, the amount of industrial production has been the only standard of measuring the level of economic and social development of those new industrial towns. As a result, the blindness of pursuing industrial production leads to an only ending, i.e. excessive development does serious damage to the cities, such as, the phenomenon of disconnection of cities and its industry. With the global economic landscape changes, China has entered the transition period of development, whose methods of stimulating economic growth has difficulty to continue simply by the mode of large-scale investment. In order to handle the crisis, we need to change the way of thinking urgently, seize the opportunity to conform to the development trend of urbanization, and review the process of industrialization. However, spatial development of new town whose industrial agglomeration and structural service as its core power based on upgrading industrial structure mechanism focuses on enhancing the cities’comprehensive service functions and building a livable industrial town.Paying more attention on macroeconomic trends is needed, as for the planning of new industrial town. We can’t just be confined to current industrial structure, therefore, ignoring the dynamic evolution and advancement on industry. In a word, in order to build a harmonious development environment for work and life, some methods souled be taken, for example, enhance the cognition towards the inherent law of development and coordinate the relationship between various elements of city development. Coordinating the relationship between industry and city, the city will be reserved broad space for the development of industry, as long as maintaining its lasting vitality.In this article, theoretic commentary are also combined with empirical researches, meanwhile, much more attention are paid on combing domestic and foreign related city development theory, together with the same type of cases. New industrial town development process projects are categorized into three steps, analyzing formation mechanism, prospecting development process and establishing a framework of research. Taking Dalian Huayuankou Special Economic Zone planning as an example, in this article, I put forward some problems about development background and present situation of city construction, combining the special demands of the transition period with its direction-oriented modes in the aspect of city development. Speaking of planning strategies, professional ideas such as urban and rural structure compatibility, industrial development and spatial form should be considered comprehensively, hoping to provide a useful reference for the new industrial town in domestic transition period on terms of its development directions and modes.
