Throughout the world, flood disaster is always a typical natural disaster, which causes huge losses to people. In China, particularly, we lose countless property because of flooding every year. As a relatively developed coastal city, Dalian also suffers flood disasters. Nowadays, some new methods and technologies have been applied widely, and people’s concept about water management has changed, so it is attracting more and more attention that the construction of non-engineering measures for flood control. Flood control decision-support system, the core of non-engineering measures for flood control, has been widely used and developed both at home and abroad, and leads good comprehensive benefits. However, it is a pity that there is no complete set of Dalian City-wide decision support system for flood control and disaster relief until now, which, in fact, has seriously affected the flood control system’s scientific and timeliness. Therefore, it is necessary to study and design the Dalian City flood control decision-support system to adapt with the new environment of this city, which has been listed one of the key issues of Dalian Water Affairs modernization construction. With the background of Flood control plan of Dalian, the Dalian City flood control decision-support system is designed in this paper to adapt with today’s computer and network technology, and this design method can provide scientific blueprint for the implementation of the system. The specific contents and results are listed as follows:(1) By analyzing designs and researches at home and abroad comprehensively, comprehensive needs of this project is put forward.(2) On the basis of system requirement analysis, system overall design is conducted in detail, including general framework, logical structure, technical architecture and the system’s process.(3) Eight subsystems’detailed design programs are put forward.(4) Key technologies are used to organize and summarize the system.(5) The progress and shortcomings of the design are summarized and concluded.In this paper, the innovative work includes following aspects:(1) According to the design concept of the "two platform and one base", it is proposed that enterprise service bus technology is applied to the platform construction of flood control decision supporting system. By integrating varying configurable flood protection system, the original system’s capabilities can be used by related persons through network service, and the need of repeatable efficient use of system’s functions can be meeted.(2) The data warehouse technique is applied to heterogeneous database integration, and a uniform regulation of Dalian City flood control comprehensive database is formed. This technique can support all kinds of business application system comprehensively and accurately. Through online analytical processing and data mining technology, Data for flood control can be analyzed efficiently, and the use of the flood data information is used maximumly.(3) Applying workflow technology to the integration of the system, system’s functional components are divided into different parts, and these parts can be organized loosely coupled through a well-defined workflow model. So the stability of the application part of the business automation is ensured, and the "loosely coupled, highly cohesive" design ideas are meet.(4) To meet the need of top business application system calls, the WebGIS function modules are integrated into overall platform, which, at the same time, also meet the flood control scheduling system’s evolution, the multidimensional visual simulation of flood situation, and the information query basing on space vector maps, etc.
