People-oriented idea, had to be deeply rooted among the people gradually. Tomas Bides who is the famous USA administration scholar said that the real resource of enterprise or unique is the people. The administration is to be developing the human resources sufficiently to do a good work. In the modern society, the keys of market competition is the talents’ competition. The foundation that the enterprise’s survival and development rely on persons. The quality is the best important to people. However, fostering and bringing up an employee team who can adapt to the market competition is enterprise’s task of top priority. In the present stage, reinforcing enterprise’s employee training, especially the quality training, is very important. Because of the above causes,the article studies the scheme design and implementation of reserve talents training of Shenyang Zhenxing Environmental Protection Industry Group Co., Ltd.The article have wielded abundant of theory basis, studied and analysed deeply into the problem of deficient talents in the future strategy development of Shenyang Zhenxing Environmental Protection Industry Group Co., Ltd. On the bases of the analyse result, the article have designed a scheme which can put into effect smoothly and can solve the problem of reserve talents’echelon.
