Large scientific instruments are embodiment of a national’s scientific and technological innovation ability, also the important material guarantee to foster talents. In recent years, with the progress of science and technology and the development of the economy by leaps and bounds, there comes a huge number of large scientific instruments in China, which cost enormous money. Large scientific instruments in our country play an important role in the development of science and technology because of its great benefits. But along with more and more instruments, problems followed. Large scientific instruments layout is uneven, some areas of instruments in a busy state for a long time, and some in an idle state. Unreasonable large scientific instruments layout affects the ability of innovation in science and technology, restricts the progress of science and technology in our country. How to effectively make large scientific instruments configuration better is also problems of the ministry of finance and development of science and technology. Reasonable large scientific instruments usage and configuration research has important theoretical and realistic significance.Firstly, this paper, considering the characteristics of large scientific instruments, combined with the current configuration of large scientific instruments, using utilization rate as index judgment on the rationality of large scientific instruments configuration, divides into lack of configuration, moderate configuration and redundant configuration due to the utilization rate which used as index judgment on the rationality of large scientific instruments configuration. Secondly, this paper puts forward large scientific instrument configuration analysis model to solve the two unreasonable configuration. Thirdly, based on the result of economic analysis, this paper puts forward two scheme: one is using0-1scheme, when the instruments number is less than the region number; another one is using two-phases configuration scheme, fair configuration as the first phase, efficiency configuration as the second phase using social force model when the instruments number is more than the region number.At the end this paper empirically analysis large biology and medicine instruments configuration of16provinces and cities in eastern China using the large scientific instruments configuration economy analysis model and the large scientific instruments configuration optimization model. It can make the large scientific instruments configuration tend to be more reasonable of equipment on the basis of the economic analysis. Getting the best configuration of the next time by using the large scientific instruments configuration optimization model.
