Research On The Development Issues Of Farmers’ Specialized Cooperatives In Shihezi

With the deepening reform of China’s market economy and the contradiction deepened gradually between small farmer and big market,the farmer specialized cooperative economic organization in China is generated. In order to improve the farmer’s market position, increase farmers’ income, our country attach great importance to professional farmers cooperatives and give strong support, the professional farmers cooperatives in our country has been rapid development. Xinjiang production and Construction Corps which located in the border areas shoulders the historical mission of cultivating, the relatively backward economic development and the special system which unit the Party,government and corps hindered the development of farmer specialized cooperative to some extent, so the development speed of farmer specialized cooperatives is slow, and further increasing farmer’s income is very difficult. Shihezi city is the Innovative City Corps leading economic, agricultural industrialization is the fastest, has play a decisive role position in the Corps. Therefore, in this paper, the quantitative and qualitative research method, investigation method, literature method, case study method was used to study the farmers’ professional cooperatives in Shihezi City, found the problems in the development of farmers’ professional cooperatives in Shihezi City, and put forward the corresponding counter-measures to solve the problem, to offer reference for formulating policy for the relevant government departments and cooperative management. This paper is divided into seven chapters.The first chapter briefly describes the research background and significance of this paper, by using literature research method on the research at home and abroad are summarized.The second chapter is the theory. In this chapter, the paper research object and the related concept is defined, and then introduced the special system of institutional change theory, industrial organization theory, transaction cost theory and the regiment, provides theoretical support for the follow-up research.A brief analysis of the third chapter on the current situation of the development of farmer professional cooperative in Shihezi city. The development of survey questionnaires based on the related government department to understand the development of farmer cooperatives in Shihezi city on the basic situation, through field research data characteristics and trends of development, the development of farmer professional cooperative in Shihezi city is analyzed in brief.The fourth chapter analyses the survey sample of farmer specialized cooperatives in Shihezi. Based on the strictly follow the overall, reasonable distribution, availability and effectiveness of the four basic principles, selection of20farmer professional cooperatives were studied systematically, and find out the existence of the development of farmer cooperatives in Shihezi city problems.The fifth chapter is the typical case study. This chapter selects the new road Shihezi City rabbit specialized cooperative as the research object, the development course and the present situation, governance structure, rules and regulations, interest distribution mechanism and risk prevention mechanism are analyzed, and summarized the new road rabbit farmers professional cooperative development of successful experience and existing problems.In the sixth chapter, the analysis results of the farmer specialized cooperatives internal operational mechanism and external environment, from the external environment and strengthen the cooperative optimization of two directions into the self construction and put forward countermeasures and suggestions of farmer specialized cooperatives in Shihezi and the relevant government departments, in order to promote the rapid development of high quality professional farmers cooperatives in Shihezi city.
