Research Of The Rural Labor Transfer Problems In The Urbanization Construction Of Jilin Province

The development between the generation and transfer of the rural surplus laborforce and the urbanization can complement each other and promote each other. Bothof them are the products of a country or region when their social economic develop toa certain stage. Effectively coordinate the transfer of rural surplus labor force and thedevelopment of urbanization and reasonably guide the rural surplus labor forcetransferring to cities, which have far profound significance in the present stage of ourcountry to build a new socialist countryside construction or realize theindustrialization and modernization at an early date.This paper takes Jilin Province as an example. It deeply analyzed the Jilinprovince in the urbanization process, the reason and the mode of rural surplus laborforce transfer and the problems and restricting factors presenting in the process andproposed the corresponding solution. Jilin province is an important agriculturalprovince in China. With the constantly development of modern agricultural scienceand technology and the implementation of the country’s agricultural policies, Jilinprovince also produced a large number of rural surplus labor force resources. It has anextremely important role that in the process of urbanization of Jilin province,reasonable transfers the surplus labor force resources to the second industry, the thirdindustry in the city, their ability to work into a powerful productivity. In addition, italso has a vital role to achieve the optimal allocation of labor resources for thesustainable development of the national economy in Jilin province and the harmonyand stability of the society. In this paper, it bases on the related theory of Marxism,adhere to the theory and the actual situation of the surplus labor transfer in the process of urbanization in Jilin province, insist to seek truth from facts and concreteanalysis of concrete problems and in view of the specific problems encountered in theresearch, put forward relevant solutions to practical.The article is divided into four parts. The first chapter is an introduction,including the research background and significance of the article, the researchmethods, the research status at home and abroad as well as the innovation anddeficiencies of the paper. The second chapter introduces some basic concepts thatappear in the article firstly, and then concretely introduces the current situation aboutthe transfer of rural surplus labor force in the construction of urbanization in Jilinprovince. The present situation contains two parts: the first situation is theconstruction of urbanization in Jilin province, including the slow process ofurbanization, the lack of necessary funds, policy support and the lower quality of theurbanization; the second situation is the transfer of rural surplus labor force, includingthe obviously regional and seasonal transfer of the rural surplus labor force, thetransfer subject’s age and the transfer direction having clear regularity to follow andwith the spontaneous transfer mainly status quo. The third chapter specificallyintroduces during the construction of urbanization in Jilin province, the rural surpluslabor force transfer encounter the problems and restricting factors. It also containstwo sections: one is that during the construction of urbanization in Jilin province, therural surplus labor force transfer exists serious problems; another is that during theconstruction of urbanization in Jilin province, the rural surplus labor force transfer isrestricted by some factors, including the transfer of rural surplus labor force in smallradius and slow velocity of flow, the knowledge level backward rural surplus laborand competitive disadvantages, etc. The fourth chapter puts forward a series ofpractical suggestions and strategies for some of the problems and constraints in thepresent stage of the construction of urbanization in Jilin Province. It puts forward thefarmers’ professionalization, the development of new towns, the increase of the government’s expenditure and policy support scheme, etc. The combination ofsubjectivity and objectivity, in the continuously thorough process of urbanization ofJilin province, reasonably and effectively transfer the rural surplus labor resources toachieve the optimal allocation of resources.
