Now the economic development gap between Liaoning and developed provinces is narrowing, but there are still some problems. The primary industry has low level of modernization and the overall production capacity is not high. The technology content and economic benefits are very few in the second industrial. The development of the third industry is slow and their competitiveness is not strong.Firstly, this article elaborates the related theories of industrial structure and chooses of leading industrial. The evolution of industrial structure in Liaoning is divided into four periods, and it uses shift-share to analysis the current situation of industrial structure, at the same time, it also proposes the priority of industrial structure adjustment—selection of leading industry. On this basis, according to the background and principle of industrial structure adjustment, this article points out the direction of three industries adjustment. Secondly, basis on the research of definition, characteristics, selection principle and input-ouput table, this article chooses8indexes to construct the index system of leading industry selection and combines with the gray clustering analysis method to select leading industry in Liaoning province.Premier Li Keqiang said in the work report to the NPC:" The adjustment of industrial structure need rely on reform, both forward and backward."Therefore, at last, according to the province’s industrial evolution, and the result of leading industry selection, this article put forward the recommendations of industrial structure adjustment and chooses leading industry from four aspects respectively:industrial cluster development, cooperate with the government and market, industry sustainable development and talent training environment. In such countermeasures, Liaoning will realize the coordinated development of economy.nature and society.
