This paper is guided under western economic theory through the application of basic approach with the combination of the theory and practice, while systematically considering the theory of increment polar and principles of development strategy location. Its emphasis was laid on the strategy of the development issues of economic and technical developing zone in ShiHezi city based on the advantage industrials. First of all, through the basis of theoretic research and the successful developing experiences of economic and technical developing zone in the world, it was considered with the aspects of the strategy of the development issues of economic and technical developing zone.
