Happy Spring Festival refers to a series of cultural, commercial, tourist and business events with the theme of celebrating Spring Festival of Chinese lunar calendar, which are organized outside China either by Chinese institutions alone or Chinese and foreign organizations together. Since its inception in 2010, Happy Spring Festival has developed into a comprehensive cultural exchange program with international influence. This paper analyses the nature and function of Happy Spring Festival as international public goods on the base of a systematic study of its origin, development, achievements and difficulties especially in terms of coordination, funding and project design, then probes on the those challenges with the perspectives of supply theory of international public goods and summarizes the two fundamental reasons lying behind: lack of authoritative decision body and complicity of the production and consumption of cultural international public goods. This paper offers four strategies in conclusion. Firstly, to further strengthen the construction of its international function; secondly, to improve its supply mechanism; thirdly, to implement targeted and well designed approaches; fourthly, to expand new communication channels through innovation.
