Climate warming is widely recognized as environmental problems. Greenhouse gases, especially the massive emissions of carbon dioxide is the main cause of global warming. In recent years, terrestrial ecosystem carbon cycle research has become a hot research scholars. According to existing research, Increasing the role of land use type changes on greenhouse gases is only after the combustion of fossil fuels. The influence of different land use types on carbon emission effect is different. So, studying the carbon emissions of different land use types, analyzing the effect of carbon emissions caused by land use change, can effectively grasp the impact of land use change on carbon emissions, and then to optimize the land use structure, rational utilization of land resources to achieve carbon reduction has important theoretical and practical significance.Based on the relevant domestic and foreign scholars study, the paper takes the heavy industrial city- Liuzhou in Guangxi as case. According to the change data, energy consumption data and the related socio-economic data between 2003 and 2012 in Liuzhou, by building the carbon emissions estimation model, analyze the changes of different land use structure and carbon emissions in recent decades in Liuzhou, and, from four aspects, carbon emissions of land use, carbon intensity of land use, carbon footprint of land use and carbon ecological compensation of land use, analyze the effect of land use on carbon emissions between 2003 and 2012 in Liuzhou. On this basis, make a correlation measure between land use structure and carbon emissions by gray system theory correlation analysis, using the correlation difference explore ways to control carbon emissions of land use. With a low carbon as constraint conditions and with the goal of ecological and economic benefits of land use, builds a multi-objective linear programming model, optimizes the land use structure of Liuzhou, and proposes the corresponding carbon emission reduction policies of land use. The results of the study are as follows:(1) The land use carbon emissions in Liuzhou city appeared to slow growth after rapid growth trend, in 2009 for the boundary. Construction land is the main source of carbon, woodland is the major carbon sink, garden land, grassland, water area and other unused take weak function on carbon sinks. The ability of carbon emissions of construction land is greater than the capacity of carbon sink of forest and other productive land. So, to achieve carbon reduction in Liuzhou, it needs not only to increase carbon sinks function of land area, but the main thing is to reduce the carbon emissions of construction land.(2)The carbon intensity showed an increasing trend overall between 2003 and 2012 in Liuzhou, the annual average decreased 5.64%. Average annual GDP increased 42.62%, far greater than the decline in the rate of carbon intensity. At the same time, the per capita carbon footprint and carbon ecological deficit are increasing year by year between 2003 and 2012 in Liuzhou. The ecological carrying capacity is under huge pressure to land use carbon emissions. In the future Liuzhou is not only to control carbon emissions, but to reduce carbon intensity at the same time to improve the carbon ecological bearing capacity.(3) The correlation of different land use types and carbon emissions are not the same, construction land being the largest, followed by woodland. Therefore, the purpose of carbon emissions can be achieved by adjusting the land use structure.(4) By optimizing the land use structure, it can reduce 298900 tons of carbon emissions and 325 million yuan of land use economic benefits, increase 2.212 billion yuan of land use ecological benefit, basically meeting the economic development, food security and ecological protection requirements.(5) Supporting measures of land use from both sources and sinks to reduce the land-use emissions, develop the low-carbon economy.
