Resource-exhausted cities Sustainable development has experienced more thanten years,nearly yielded good results, and gradually improve the policy system.Butthe domestic economic development had unbalanced, uncoordinated andunsustainable problem. old and new conflicts intertwined, making the resource-based cities are facing new challenges of sustainable development.Tongling as thesecond batch of resource-exhausted cities, analysis of their economic restructuringpolicies, not only is a summary and evaluation of previous work, but alsobeneficial to the new situation to promote the perfect follow-up policy.In this paper, the theoretical basis of resource-exhausted cities in transition,that is the law of development of resource-based cities, resource-based theory ofsustainable urban development, regional economic development theory,and thetheory of public policy evaluation research foundation. Analysis of the researchbackground, this paper, the concepts and theories of literature analysis; by literatureanalysis, empirical analysis to support policy analysis and policy practice; Using fieldresearch method and quantitative and qualitative analysis methods to study the effectsof policies in recent years.In this paper, the system interprets Tongling sustainable development policies,including economic, livelihood and resource security, the environment, etc. Thispaper assesses the past decade in terms of economic transformation in Tongling City,livelihood and resource security, environmental and other effects,in the economicrestructuring policy guidance. Analysis based on the assessment results, the economicrestructuring of the rapid development and the gradual improvement of people’slivelihood of Tongling;despite the increased peripheral and deep mine prospectingefforts, but still can not solve the problem of shortage of copper reserve resourcesfundamentally; due to the serious historical issues, non-ferrous metals also heavilypolluting industries, to achieve sustained improvement in environmental quality willbe more arduous task.Based on the above findings, the paper summarizes the revelation Tonglingsustainable development policies and proposed policies to further promote economicrestructuring proposal.
