With the advent of the era of knowledge economy,innovation is increasingly becoming the key of social and economic development and progress.In the traditional theory of iinnovation of science and technology input, generative process, innovation output this typical linear research mode is gradually replaced by nonlinear innovation model.The regional innovation as the foundation of the national innovation,more and more get people’s attention,by the driving of the regional innovation,links between universities and research institutions, government, businesses, agencies within the region has become increasingly close.Under such background,how to explain the innovation output effect of motivation, structure, operation mechanism, the interactive mechanism,coupling elements and other issues has become the focus of the scholars.But the vast majority of scholars on the research of the regional collaborative innovation are limited to between two sub systems, the study of regional innovation system internal subject and elements of the flow and coupling is few.In view of this,this paper based on review of existing research,with the triple helix theory as a framework, analyzes the connotation of triple helix theory,regional innovation main body and its elements, elements flow,operation mechanism of innovation system.After that,using porter’s diamond theory,build the regional innovation main body and the elements of the interactive coupling theory model,and from the view of complex system coordination theory,reference the coupling concept from physics,the extent of the regional innovation system in universities and research institutions, government, businesses, agencies and other innovative subsystem interaction and coordinated development is defined as the degree of coupling-synergy degree of regional innovation systems,constructed the coupling correlation and coordination degree model.Based on this,based on triple helix innovation main body,the coupled system of tegional innovation--collaborative evaluation index system were established,and use the entropy method to calculate the weight.At last,to make an empirical analysis of the regional innovation development in liaoning province in Liaoning province,as a case for empirical research,select the new period that the country to enter the economic transformation of the new century, efforts to build an innovative country for the study phase,analysis the regional innovation coupled collaborative degree of Liaoning Province during 2003,2006,2009 and 2012,to understand the initial results of Liaoning province regional innovation in the new period. Studies have shown that,from 2003 to 2012,Liaoning province overall regional innovation coupling is low,mostly in the moderate coupling and disorder state,still in the growth stage.Until 2012, has just entered the stage of narrowly coordination,the coordination degree is still relatively low,but on the whole, showing a gradual upward trend.On the basis of the analysis of the above conclusion, put forward suggestions for its weaknesses,in the future innovation activities,Liaoning province should fully pay more attention to the subject status of enterprise in innovation activities,increase the strength of government support for innovation,enhance the collaborative innovation mechanism of University and research institutions,strengthen the construction of cooperative innovation mechanism construction,establish and improve agency,at the same time strengthening the construction of regional synergy innovation platform, etc,with a view to provide a reference for the future development of regional collaborative innovation in Liaoning Province.
