As the government paying attention to personnel problems and a series of promoting talents construction in policy, talent construction work has become a basic strategy of our country. Enterprise management personnel as the outstanding representative of enterprise human resources, is an important part of human resources. With the development of the enterprise becomes more and more important in the social and economic development, enterprise management talents is getting more and more important. Although we have made a lot of fruitful work in the construction of talents in enterprise management, the talent construction enterprise management quality is not high. There are still prominent structural contradictions in many aspects such as personnel allocation unreasonable problem. Configuration does not match the needs of the serious business and economic development of enterprise management personnel, not only become a bottleneck for enterprise development, but also seriously restricted the development of social economy. In order to promote the scientific configuration of enterprise management talents, this research is based on the survey data of this province enterprise management talent. The study analyzes comprehensive use of literature study, statistical analysis and other research methods to the enterprise management personnel situation, the existence question and the restricting factors analysis. From the enterprise management personnel problems, unreasonable age collocation, the overall quality is not high, unreasonable structure, selection mechanism imperfect, the regional distribution imbalance and other issues more prominent. Look from the restricting factors of enterprise management personnel development, social and economic characteristics, the role of government, the market mechanism, enterprise and talent characteristics of choose and employ persons on scientific configuration of enterprise management talent has an important influence. In this study, after deeply analyzed the status quo, problems and restricting factors of management personnel development of this province enterprises on the theories related to human resources management as the guidance, combined with the situation of this province put forward the promotion of enterprise management personnel allocation optimization suggestions. That science and the development of business management talent development planning, supporting the construction of talent market, improving the evaluation of selection mechanism, optimize the education and training system, improve the incentive mechanism etc. The study focused on the perspective of management personnel development problem of enterprises in this province, mainly put forward to optimize the enterprise management talent scheme from the government public sector as the dominant perspective.
