The Study On Paths For Science And Technology Service Industry Of Liaoning Province Supporting Innovation-driven Development

At present, a new round of technological revolution and industrial revolution is on the rise. The trend of new technology replacing the old technology and intelligent technology replacing labor intensive technology is obvious. The pattern of economic development depending on the elements of the cost advantages, a large number of resources and environment consumption is unsustainable. To promote scientific and technological progress, adhere to the innovation-driven development has become the objective requirement of China’s economic and social development in the new period. To implement innovation-driven development strategy, is to make scientific and technological innovation as the core of the comprehensive innovation, and to keep economic sustainable and development healthy. To accelerate the development of science and technology service, is the objective requirement of promoting the deep integration of science and technology and the economic.From the aspect of industrial economics, the connection degree of science and technology service industry and other industries, can be analyzed by input-output analysis. We use the input-output table to characterize the influence relation between the science and technology department and other industries, and in contrast with other provinces in the development of the innovation-driven, to find the gap of implementing the innovation-driven development between Liaoning province and other provinces.This paper concludes that:Liaoning province is weak in the input of the research and development and manpower; high and new technology industrial proportion is low; science and technology service industry development lags behind; the innovation environment is not completed. We put forward corresponding suggestions for innovation-driven economic development in Liaoning province:to increase the intensity of support in innovation and entrepreneurship, and increase investment in research and development and human capital; to build the central industrial cluster in driving the transformation and upgrading of traditional industries and developing emerging industry; vigorously develop science and technology services, and open innovation-driven transmission path; deepen reform the system and build good innovative and entrepreneurial environment.
