From The Information Silos To Information Sharing

In the growing of social insurance information construction, social insurance agencies and departments at all levels have different development, makes the information silos come out. The information silos makes the data resources difficult to share between different departments, lead to inefficiency and duplicate construction, hindered the further development of social insurance informatization. Based on this premise, this paper propose an idea that using Cloud computing and Big data technology in the service of social insurance information construction, then design the specific implementation plan, in order to realize the evolution of social insurance information silos to information sharing.In this paper, the construction path of social insurance information is discussed. To using the discipline knowledge of management science, information science and social security, this paper presents the theoretical basis of social insurance informatization. And analysis of the construction status of social insurance informatization in China through the review of the first and second phase of Golden insurance. Then study the present situation and successful experience of cloud computing and big data application both here and abroad, and find some reference. At last, build some basic module of social insurance information cloud platform based on analysis of the necessity and feasibility of the construction.In the process of building the platform, this paper takes three layers of cloud computing: basic structure layer(Iaa S), platform layer(Paa S), and software service layer(Saa S) as the foundation. Fusing the Cloud computing and Big data technology with social insurance in the structure of these three types of central, provincial and city, established the social insurance cloud platform as the core of pension, medical, etc. While filling the demands of social insurance information construction, eliminated the information silos, realize the sharing information, improve work productivity of social insurance departments, and promote the sound development of social insurance business.
