Research On The Development Evaluation On The Integration Of Informatization And Industrialization Of Industrial Enterprises

With the development of information technology, Chinese Society has entered into thedevelopment period that using informatization to reconstruct the traditional industries andpromote the traditional industrial upgrading. As informatization is an important force forthe economic and social development and reform, insisting on informatization propellingindustrialization and industrialization promoting informatization, the development ofintegration of industrialization and informatization which is the important content of thenew industrialization is the inevitable path to sustainable economic development in China.The enterprise is the main participants not only in the economic activities, also in thedevelopment of integration of industrialization and informatization. The effect ofintegration of industrialization and informatization of the enterprise is important to theeconomic development. Evaluating the effect of integration of industrialization andinformatization of the enterprise is an examination to their former work, it also can be usedas a reference in their future work.This paper focuses on the theoretical research and empirical analysis combining withthe Ministry of Industry and Information Technology subject“Evaluation on the integrationof informatization and industrialization of industrial enterprises”.In the paper, Firstly, the relevant theories, concepts and development status ofintegration of industrialization and informatization are reviewed, then draw our lessons.Secondly, this paper overviews the related evaluation theories of the integration ofinformatization and industrialization. Then based on value chain theory and domestic andforeign-related effect of integration of industrialization and informatization evaluationtheory, the effect evaluation index of integration of industrialization and informatization ofindustrial enterprises was designed. According to the evaluation index,4secondary indexeswhich are management integration, production integration, market integration and fusioneffect were determined. And the indexes’ relative importance are calculated by using AHP.Finally, fuzzy comprehensive evaluation model was constructed to evaluate the effect ofintegration of industrialization and informatization of industrial enterprises and theconclusion is that the effect of integration of industrialization and informatization of X andY enterprises is generally good, the effect of the4secondary indexes have been mixed,there are differences within the enterprise, also differences between enterprises. This paper also build the Cobb-Douglas production function model to calculate inputand output of X enterprise and Y enterprise, and draw the conclusion that funding andpersonnel investment in the Integration of Industrialization and Informatization has positiveeffect. Then the paper compare the average annual GDP growth rate, the informatizationinvestment growth rate, the informatization staff growth rate, the informatizationinvestment growth contribution rate, the informatization staff growth contribution rate, andtechnological Progress of X and Y enterprises, and analysis similarities and differences,then analysis the reasons of the differences, which contain the practice time, the enterprisenature, the enterprise scale and industry background.At the end of this paper, summarize the experience and deficiencies from the practiceof the integration of industrialization and informatization of enterprises. Then proposedsuggestions of the development of integration of industrialization and informatization fromthe perspective of government and enterprise including system, management, production,market, funding and personnel six aspects. The suggestions cover the establishment of asound institutional mechanisms, the establishment of a scientific management system,promoting technological innovation and application, construction of modern informationplatform and so on.
