Research On The Adjustment Of The Township Administrative Division Under The Urban-rural Integration Background

China has gradually carried out several rounds of administrative divisionadjustment throughout the country, particularly frequent in the reform of townshipadministrative region division with great success since1980s. However, there are alsomany problems in the adjustment of the process, these problems not only affect thereform of township institutions effect, but also hindered the integration process of theurban and rural areas. The paper focuses on the adjusted strategy in extracting themain existing problems and future trends by the summary of township administrativedivision adjustment during the past30years with the typical case Su Xian District inHunan Province as a sample for data and empirical analysis to show clear divisionreform context at the grass-roots level for many years in our country.The theory of urban-rural integration becomes the hot spot in the research fromthe politicians and scholars in China. The earliest ideal of urban-rural integration hasbeen on since1983. After several twists and turns, Hu Jintao, puts forward the basictheory of the scientific outlook on development in his speech to firstly use the conceptof coordinative development of urban-rural area. Until recently the Third PlenarySession of Eighteenth Central Committee before the improvement in the system of theintegration of urban and rural development is up to the national will. At present, Chinahas taken diversification strategy to promote urban-rural integration by focusing onrural areas and dominating from the city to break up obstacles from the inside andoutside of the system, including the adjustment of administrative division townshiplevel to strengthen grass-roots political power for hematopoietic function. As astarting point for this study, The framework of township divisions in the nationalstrategic adjustment of urban and rural integration analyzes the argumentationnational strategy for the next round of adjustment put forward some policysuggestions with reference value to find new strategic breakthrough.
