Water transferring from agriculture to non-agriculture in our country is actually changethe use of water resources, from agricultural use to non-agriculture use, only need to pay thecost benefit of transformation. This shift is the pursuit of the pursuit of improve the utilizationefficiency of water resources, but also should ensure no damage to agricultural productionactivities, and ensure the normal agricultural irrigation, adhere the principle of "only transferthe remaining water, not affect the agricultural irrigation" If long-term and lacking ofmanagement, water transferring from agriculture to non-agriculture will be a lot of shortage ofagricultural irrigation water and agricultural production, threating to China’s food securitywhich has been seen in American early time. Under this perspective, this research choosesevaluation index about water transferring from agriculture to non-agriculture, strictly limitsthe quantity of water resources which has been transferred from agriculture to non-agriculture,not to exceed agricultural saving water and not to occupy the basic needs of farmlandirrigation. Only to determine the water resources "to" bottom line, can not only satisfy thedemand of industrial water, and does not pose a threat to agricultural production, and providebasis for food security. Application of writing the thesis is along the "elements of alternativetheoretical assumptions--monitoring index system of management--the index system(evaluation of historical process and predict the future trend)--the analysis of the historyresults--suggestions" as the main line to write. The main conclusions of the study are:(1) Factor substitution theory and its hypotheses."Peasants" Water is actually a processof factor substitution process-other alternative water resources invested additional resourcesfrom agricultural production, should ensure that the water "transfer from agriculture tonon-agriculture" after the crop to meet the growth needs of normal impact of food productionprocess cannot receive water restrictions. But we also should see, the amount of annual water transferafter2003after the peak, the overall downward trend; while saving per year rise in the twistsand turns in the situation of repeated, ratio between the two has also experienced some upsand downs, back down to the initial level, the outlook is relatively optimistic. We also need toinvest more resources to increase instead of saving water, so as to ensure the transferring toindustry, water resources rational and orderly, ensure the stable and healthy development ofChina’s agriculture.(4) Analyzing of these historical results, finding the following reasons: the marketmechanism is not perfect, too much government intervention,"Rent-seeking", the "flat"behavior; transfer procedures are not standardized, the lack of historical data records, thesupervision and control in the transfer process is not enough, excessive punishment withoutmetastasis clearly defined monitoring management loopholes; initial water rights ofagricultural departments are not clearly defined, other departments occupy, misappropriatefrequent; agricultural water saving investment, household water-saving awareness is not high.(5)put forward the supervision and management countermeasures under the respective offood security. To carry out historical monitoring of water transferring from agriculture tonon-agriculture and prediction of future research work, to our country "urbanized" the historyof the water resources situation and development trend has an overall judgment; Perfect therelevant laws and regulations, to strengthen the construction of market mechanism andgovernment intervention; Clear the initial water rights, the three levels of perfect water righttrading market; Promotion of agricultural water-saving technology, increase agriculturalwater-saving facilities investment, encourage farmers to set up water-saving ideas, adoptwater saving measures; Strengthening water resources management of the process of"urbanized", give top priority to food security, strictly control the transfer number, establish monitoring management information platform, strict transfer procedures; Establish an earlywarning system for the monitoring of water resources, fight all kinds of hidden dangers.
